Senior Appraiser (Full Time)

 Job Summary:

This position is responsible for technical and administrative work involving all appraisal/assessment functions as assisting with the accurate and timely compilation or real and commercial property digest. Major functions include, coordination of workflow, field appraisal and valuation of county real and commercial property and liaison activity with other departments and agencies related to appraisal. Position is that of a working supervisor who is responsible for an area of appraisals. The employee works under general supervision of the Deputy Chief Appraiser and works with considerable independence to carry out department goals. 

Essential Duties & Responsibilities:

Duties include but are not limited to:

  • May direct and supervise the work of appraisers in the appraisal of real, personal, or commercial property; reviewing appraisals to ensure that property values comply with state laws and regulations and department assigned responsibilities
  • Testifying before the Board of Assessors and the Board of Equalization and Superior Court when necessary
  • Assisting property owners with questions and/or problems
  • Planning and directing property evaluations and ensuring that annual property appraisal notices are mailed in a timely manner
  • Conducting sales ratio studies and compiling cost and depreciation schedules for use on all property
  • Monitoring the handling of property appeals to ensure that they are reviewed and processed in accordance with established standard procedures
  • Monitoring developments and changes in state laws, Department of Revenue regulations, appraisal standards, and county ordinances
  • Determining the value of real and/or personal property within a specified jurisdiction according to established procedures
  • Developing pricing and valuation schedules for the valuation of all land, improvements, and personal property for consideration by the Chief Appraiser
  • Conducting field appraisals; inspecting property, noting specific data need on land and improvements, and the percentage of completed construction for real and/or personal property
  • Performing research on building costs, income, and sales data
  • May perform routine and special field audits if assigned to personal property analysis function
  • Establishing and processing all personal property accounts for taxpayers after receiving and reviewing business reporting forms and other supporting documents
  • Inspecting personal property to verify tax information and to value property
  • Determining personal property values using standard calculation methods
  • Using audit techniques and procedures to review documents and value personal property
  • Adjusting property valuations after appeals are settled
  • Performing related appraisal work as assigned
  • All responsibilities may not be performed by all incumbents
  • Performing other duties as assigned

EDUCATION and EXPERIENCE:

  • Bachelor's degree or higher from an accredited college or university with major field of study in a related discipline
  • Minimum of five years of progressively responsible experience or eight years of progressively responsible experience without a degree

    An equivalent combination of education and experience may be considered

    Eligibility Requirements:

  • Appraiser III Certification or higher.
  • Minimum 21 years of age
  • Ability and willingness to drive a county vehicle

Certificates, Licenses, Registrations:

  • Possess and maintain a valid Georgia Driver's License (Class C) and a satisfactory motor vehicle record (MVR)
  • Possess and maintain a valid Georgia Department of Revenue Appraiser III certificate

    KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of real, personal and commercial property appraisal standards and methods
  • Knowledge of building construction practices and building and land values
  • Knowledge of mass appraisal techniques
  • Knowledge of computers and standard appraisal software applications
  • Knowledge of IAS World / atENT Tylor Technologies is a plus.
  • Knowledge of state and county laws and Department of Revenue regulations relating to real and personal property appraisal work
  • Ability to develop pricing and valuation schedules for the valuation of all land, improvements, and/or personal property.
  • Ability to direct all phases of revaluation
  • Ability to conduct field appraisals and perform related work as needed to review staff appraisal work
  • Ability to plan, organize, direct, and supervise the work of appraisers
  • Ability to communicate and interact effectively with realtors, accountants, attorneys, government agencies, and the general public
  • Ability to understand and follow oral and written instructions

Employment is contingent on passing a mandatory Physical/Drug Screen/MVR and Background Investigation.

Salary: $44,581.89 - $55,557.22/annual, plus a comprehensive benefits package
