Job DescriptionIowa Workforce Development (IWD) is seeking a highly motivated, talented, and resourceful individual to become our Grant Specialist in our Registered Apprentice Bureau.
In This Position You Will Be Assisting
  • with researching, drafting, and submitting proposals that help Iowa Workforce Development (IWD) secure grant funding that specifically impact Iowa Office of Apprenticeship (IOA) including registered apprenticeship, quality pre-apprenticeship, and work-based learning programs.
  • in providing policy guidance to IWD and IOA staff through meetings, briefings, seminars, or conferences.
  • maintaining contact with grantors, organizations, and entities, as necessary, to ensure compliance.
  • managing the development and operation of a record system to inventory, tracking all grants and sub-grants, and financial information/reporting.
The Successful Candidate Will
  • work directly with grant issuing agency to determine grant needs and create and update grant plans.
  • serve as point of contact for items, issues, and questions relating to grant proposal and help troubleshoot and assist in resolving grant issues/problems and offers alternative solutions to problems and concerns.
  • develop a strategy for monitoring grant recipients and ensuring policies and procedures are in place, and that grant funding is applied properly.
  • prepare policy guidelines, standards, and criteria, and compiles reports outlining status; monitoring activities and results related to all grants.
  • identify alternative solutions to unique grants problems in assigned projects and integrates the work of others as a team or project.
  • review proposed budgets and tracks grant expenditures to ensure compliance with established grant program guidelines.
  • analyze and evaluate the effectiveness of current and/or projected program activities. You will have to be up to date on current practices and trends of grants management and identifies areas for improvement and enhancements in grants management.
Perform other duties assigned.

  • Assemble, analyze, and report data and information in a clear, precise, and objective manner.
  • Knowledge of community resources to provide workforce related services.
  • Display high standards of ethical conduct and exhibits honesty and integrity.
  • Read, comprehend, interpret, apply, and communicate technical reference guides and resources, such as the Code of Iowa, federal and state laws, rules and regulations, agency policy and procedural manuals.

Hours of Work: Monday – Friday 8:00am-4:30pm. Hybrid telework and alternate work schedule opportunities for eligible classifications after 6-months of employment has been completed.

Minimum Qualification RequirementsApplicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
  • Six years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).
  • All of the following (a and b):
  • A total of four years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
  • A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Program Planner 1.
