Harvest of Hope Wellness Center is Hiring a Clinical Supervisor Near Catonsville, MD

Harvest of Hope Behavioral Health is an accredited outpatient mental health agency that specializes in community-based substance abuse, mental health and psychiatric rehabilitation programming within Baltimore County and surrounding areas.

Position: Clinical Director

Purpose of Position

Provide leadership to the Agency and local offices in the operation and delivery of clinical services.

This is a Full Time Equivalent (FTE) position.

Key Functions:

· Supervise all clinical staff.

· Design and support implementation of treatment and best practice protocols in collaboration with the Medical Director.

· Collaborate with the Quality Management Director and Training Director to develop plans and protocols for new clinical and program staff training and supervision.

· Develop collaborative relationships with the Core Service Agency, consumers' primary care physicians, community psychiatrists, and other providers regarding issues related to consumers/families and the local system of care; and

· Monitor and track data regarding delivery and quality of treatment services, including data on core services, emergency admissions, psychiatric hospitalization, and operational, service and personal outcomes and recovery goals.

Leadership

· Represent the Agency to the state and local authorities.

· Promote growth within current and future markets

· Participate in short- and long-term planning for the agency

· Provide support in the recruitment of Licensed Professionals.

· In collaboration with the CEO, Executive Director and Senior Management, review and provide input into Agency Policy and Procedures, as needed

· In collaboration the CEO, Executive Director and Senior Management, ensure the timely development of Plans of Correction, Agency Self-Assessments, responses to investigations, complaints, grievances, appeals, etc., as requested or required by regulatory, licensing agents, and/or Agency Policy and Procedures

· Act as an advisor by identifying and notifying Agency Senior Management of situations that may pose ethical or legal liabilities for clinicians and the agency. Make recommendations regarding medical or clinical issues or practices that may improve the quality of care provided by Agency clinicians.

Staff Development

· Ensure that systems are in place to insure medical and clinical staff are appropriately trained and qualified to provide services.

· In collaboration with Senior Management, interview and hire medical and clinical staff

· In collaboration with the CEO/Executive Director, conduct disciplinary actions consistent with Agency Policy and Procedures

Records/Reports/Documentation

· Ensure that systems are in place to ensure documentation of treatment planning, authorization, billing and provision are completed in a manner consistent with Agency Policy and Procedures and State rules/definitions/laws

· Ensure that required reports are submitted to the CEO/Executive Director and appropriate home Office departments in a timely manner

· Ensure Outcome studies are completed and incorporated into Agency planning

Financial Accountability

· Ensure the fiduciary stability of clinical services in each local office

Communication

· Maintain consistent communication with the CEO/Executive Director and Senior Management regarding operations of the Home and local offices

· Participate in routine Senior Management meetings and other staff development initiatives, as needed

· Work in partnership with families, guardians, treatment teams, community resources and other professionals, promoting effective communication and collaboration in support of service recipients

Performance Expectations:

· Serve as a role model for professional and support staff, by consistently conducting him/herself in a professional and ethical manner in all situations, including but not limited to promptness of completing assignments, verbal/non-verbal communications, maintaining professional boundaries, representing the Agency with a professional image, and complying with Federal Anti-Kickback and Medicaid Fraud Laws (Please see attached Anti-Kickback Law and Medicaid Fraud definitions)

· Produce statewide expansion of high-quality psychiatric services in all Agency offices in a controlled-growth manner in close collaboration with Senior Management.

· Ensure the monitoring of state authorizing and regulatory for changes to and impact on services provided

· Have or develop a working knowledge of rules, service definitions, and statutes governing the provision of the Agency services provided

· Set and monitor clearly defined goals for personnel under his/her direct supervision

· Provide services according to the philosophy, standards, values and ethics set forth by the Agency

· Promote community awareness of the services and achievements of t he Agency through effective public relations

Qualifications

Education/Experience

· Master’s level licensed professional (individuals with provisional licenses may not serve as the Clinical Director) in one of the following licensed discipline categories:

o Licensed Clinical Social Worker

o Licensed Psychologist (Doctorate Level)

o Licensed Psychological Associate

o Licensed Professional Counselor

o Licensed Marriage and Family Therapist

o Mastered Degree Licensed Nurse – advanced practice only (NP, PNPs)

o Licensed Clinical Addiction Specialist

· Two or more years of experience in diagnosing, treating and evaluating the effectiveness of treatment of the population to be served by the agency (children or adults with mental health or substance abuse disorders).

Training

· Must complete Agency required training

· Attend ongoing training to support certifications, licensures that are appropriate to maintain valid and active status of licensure.

Additional Requirements

· Valid Driver’s License, reliable automobile with proof of current liability insurance, acceptable driving record, current vehicle registration and tag, current TB test, and a clean State Bureau of Investigations report

Accuracy Required in Work and Consequence of Error: The Clinical Director is responsible for insuring systems are in place to address the on-going facilitation of services to each consumer, as well as oversees the collective clinical services of the local office, which has the potential to severely affect the health and safety of consumers and staff. This position has a fiduciary responsibility to the Agency.

Supervision and Training Provided to Employee: The Home Office will provide initial training. On-going administrative training and supervision is provided on an on-going basis by the CEO/Executive Director and Board of Directors.

Physical Effort: A variety of physical activities are necessary for this position and depending upon the needs of the consumers of the agency. From time to time their travel will be required, which may include out-of-town travel. There will also be interaction with consumers served at each local office.

Work Environment and Conditions: The Clinical Director works primarily in environmentally controlled offices where conditions are pleasant, although visits to the sites where services are being provided is necessary in order to ensure the quality and provision of services to the consumers.

Pay: Up to $40.00 per hour
