Duties andResponsibilities:

The Agile ProjectManager will assist in the successful product development support withan emphasis on agile, test-driven development, and continuous integrationmethodologies to assist and enhance efforts to secure new applications. Thesuccessful candidate will champion planning, coordination, and communication ofthe multidisciplinary/cross-functional teams responsible for delivering agileproduct development and defined subsystems, products and/or services. The AgileProject Manager will provide necessary services, qualified personnel, material,and methodologies as needed and approved by IRS to perform agile ITPortfolio/project, and development support services for digital/onlineapplications. Duties include but may not be limited to:

  • Own and drive complex efforts with multiple threads of work includingseveral significant releases across the life of the project
  • Provide technicalleadership/guidance to the project team in performance of the work, and reviewthe quality of work products
  • Organize, direct,and coordinate the planning and production of all project support activities
  • Project planning,scheduling, and monitoring
  • Managing data callsto include coordination, analysis, tracking, and data gathering
  • Creating andupdating project management plans to include resources, risk management, andother management controls to be employed to meet performance and schedulerequirements
  • Establish andtracking project metrics
  • Conduct projectstatus meetings with project stakeholders
  • Critical transactional/product based effort integrating significantportions of existing delivery and support teams
  • This is a hands-on role with an advanced agile Delivery/Technology teamwith heavy executive leadership engagement
  • Able to effectivelyarticulate demonstrated experience leading agile and IT delivery teams
  • Responsible forworking with a wide stakeholder team to deliver large cross site solutions in acompetitive, fast paced, collaborative, and multi-system environment
  • Ability to see,articulate and build the big picture while still focusing on meeting criticaland often tight delivery commitments
  • Exercise latitude in determining technical objectives of assignmentsfor self and teams
  • Must have experience a planning, developing and maintaining resourceloaded program schedules
  • A seasoned, experienced professional having a wide range ofprofessional experience and possessing a strong understanding of softwareengineering concepts, principles, and theories and expert at applying technicalstandards and methodologies to resolve a wide range of issues in creative ways
  • Shows initiative on assignments, and professionally executes projectsas a technical lead with little or no direction, frequently provides directionand leadership to technical teams and determines methods and procedures
  • Strong ability tohandle significant responsibility, leadership and accountability whileexecuting very complex assignments
  • Skilled incommunicating issues, impacts, and corrective actions; someone who is capableof providing technical leadership to an organization

Requirements

MinimumQualifications/Experience:

  • 5 years of provenexperience managing technology projects in a large matrix organization
  • Minimum 3-5 yearsspecifically managing complex technology projects and directly managing orleading engineering teams of 20 employees
  • Federal IT SoftwareDelivery experience and managing individual project budgets
  • Proven experienceinfluencing and presenting to leadership
  • Fluency withdeveloping and executing project schedules
  • Problem-solvingexperience in a team environment
  • Experience with Jiraand Agile Project Management
  • Experience managingmultiple agile teams and scrum masters
  • Must exhibit stronginterpersonal skill, with ability to work with a variety of personality types
  • Proven experienceworking with complex and integrated technology systems; at an enterprise levelwith multiple integration partners
  • Able to successfullyadapt, build relationship, and influence complex Business and Technologystakeholders
  • Must thrive workingindependently in a very fast-paced, results-oriented environment
  • Understanding ofsoftware testing methodologies and techniques, such as front-end functionaltesting, system integration testing, performance and load testing
  • OperationalReadiness Testing experience

Minimum Education:

  • Bachelor’s Degree and 5 years’ experience, or aMaster’s Degree

Required Certifications:

  • PMP Certification Required
  • Agile, SAFe, and Scrum Certifications Preferred

Other:
  • Must be US Citizen
  • Willingness to be on-site in New Carrollton(Lanham), Maryland
  • Willingness to travel and/or telecommute onoccasion depending on customer needs
