Duties
What will I do in this position if hired? In this position, you will serve as a supervisory Community Planner in Region 10 providing strategic direction and oversight of the Regional Mitigation Planning Team.
Typical assignments include:
  • Exercising technical and administrative supervisory controls that are in keeping with a first level supervisory position.
  • Developing and delivering technical assistance and training that supports state, tribal, and local hazard mitigation planning and implementation of risk reduction strategies.
  • Providing input and guidance for solving regional planning issues.
  • Understanding, educating, and developing special projects to support the integration natural hazards into various state and local regulatory and investment mechanisms (i.e., capital improvement plans, comprehensive plans, integrated watershed management plans, climate change action plans, the National Flood Insurance Program (NFIP), the Community Rating System, and FEMA hazard mitigation grant programs) for long term risk reduction.
  • Reviewing and evaluating multi-hazard mitigation plans submitted by state, tribal, and local governments for FEMA approval in accordance with Section 322 of P.L 93-288 and provisions of P.L I 08-264.

All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

QualificationsCurrent Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement.The position has a positive education requirement. In addition to the specialized experience requirement, you must meet the listed education requirement below. (Submission of transcript is required).
Individual Occupational Requirements:
  • Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
OR
  • Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirement listed below:To qualify for this position at the GS-13 level, you must possess one full year of specialized experience equivalent to at least the GS-12 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
  • Integrating hazard mitigation concepts or principles into local community planning (i.e., community resilience to natural hazards), and;
  • Providing technical assistance regarding multi-hazard or climate plan development or implementation, and;
  • Developing or reviewing mitigation plans for compliance with federal laws and regulations.
