JOB
Summary: Performs a variety of statutory compliance duties related to the development, oversight and monitoring of contracts as well as solicitations. With minimal supervision allowing moderate latitude for independent judgment and action, evaluates and monitors moderately complex contract performance, compliance and contractual obligations on a countywide basis. Acts as liaison between project managers, multiple outside agencies, other county staff, and the community as required. Responds to inquiries regarding contact obligations, renewals or revisions. Maintains and manages contracts databases and files.
EXAMPLE OF DUTIES
Essential Job Functions: Assists in the planning and implementation of a contract compliance program for moderately complex contracts. With minimal supervision, interprets policies, rules, codes or regulations to ensure statutory compliance. Works closely with project managers, department heads, multiple outside agencies, and other county staff, to: develop solicitations and subsequent contracts to meet operational needs; employ procedures for the monitoring of contract compliance issues, and to ensure their needs and interests are satisfied. Maintains the countywide system to monitor moderately complex solicitations, contracts and agreements. Maintains, and manages countywide solicitations and contracts databases and files. Prepares related solicitation, contract award, and contract compliance correspondence. Provides technical assistance to resolve disputes between contractors, vendors, consultants, and associated County department staff. Attends a variety of meetings to administer contract and communicate contract status and expectations. Negotiates contracts, contract renewals, amendments, and plan changes. Responds to audit exceptions and develops recommendations. Coordinates every phase of planning and development of procurements for assigned departments. Assists in the development of moderately complex solicitations and contracts by identifying necessary terms, conditions, and specifications. Assists in establishing and maintaining solicitation and contract administration policies, procedures, standards, and plans. Acts as liaison between project managers, multiple outside agencies, other county staff, and the community as required. Maintains and manages contracts databases and files. Composes, types, edits, and prepares various final documents, including letters, requisitions, memoranda, reports, forms, and training materials. Regular and predictable attendance is an essential function of this position.Other Job Functions: Performs other job-related duties as directed.NOTE: The above describes the general nature and level of work being performed by employees holding this position. SUPPLEMENTAL INFORMATION
Knowledge, Skills & Abilities: Knowledge of: methods and procedures involved in the purchase of equipment, materials, and/or supplies; record keeping procedures; sources of supply, markets and price trends, and the various grades and qualities of a wide variety of materials, supplies, and equipment; basic practices of governmental accounting; Texas Local Government Code. Skills in: effective verbal and written communication skills; good interpersonal skills in order to interact and deal effectively with all levels of employees, department heads, elected officials, vendors, and sales representatives; researching, reviewing, and preparing product specifications; operation of a personal computer, AS 400, Excel, Microsoft Word and other job-related software; basic office machines; understanding technical requirements and preparing accurate and complete specifications for required purchases; analyzing relevant factors involved in various bids and in making purchasing decisions objectively and impartially. Ability to: Evaluate moderately complex contracts and recommend future status; Interpret policies, procedures, codes, ordinances and regulations; Evaluate fiscal data for conformity and contract requirements; Negotiate features of a contract; Identify errors and recommend solutions/corrective measures; Read, analyze, and interpret common technical and professional journals, financial reports, and legal documents; Respond to common inquiries or complaints from customers, regulatory agencies, or members of the professional community; Write moderately complex reports and business correspondence; Effectively present information to public groups.Jefferson County is an equal opportunity employer.
