Financial Manager
Reporting to the Associate Director of Finance, we are seeking a Financial Manager who will ensures the School of Education's Academic Programs are adhering to JHU controls, policies and procedures and also provides direction and resolution regarding difficult and complex issues. Will support Academic Departments with the School of Education, including Department Chairs, and the academic staff which support these areas. This position will also support administrative areas within the school. Works towards revenue maximization by understanding and overseeing the use of various funding sources within the School. Develops financial planning and cost analyses in collaboration with school leadership. Develops, interprets and reviews financial data to evaluate and determine financial performance and financial projections to assist school leadership in making overall business decisions. This position will have a heavy emphasis on financial modeling, financial analysis, and financial planning.
Specific Duties & ResponsibilitiesFinancial
  • Provides oversight in the development, preparation, monitoring, projections (enrollments, personnel and non-personnel expenses), and reconciling of academic and administrative budgets. Working closely with Chairs and Directors, develops financial reports for forecasting, supports administrative and financial needs of programs.
  • Create financial systems, structures, and controls. Develop a financial report of operations to summarize the school’s financial performance.
  • Develops reports and tools to measure and improve programs financial performance.
  • Works closely with Department Chairs to develop and manage the annual and five-year plans for programs and budgets.
  • Works with the Sr. Associate Dean for Finance and Operations, and Associate Director of Finance on both short and long-term programmatic strategic financial planning activities including providing key information for the five-year financial plans and developing forecast and financial projections based on financial strategy and resources that realistically reflect the School of Education's risks and opportunities.
  • Management of Academic Memorandum’s of Understanding (MOU’s) and partnerships of Academic Programs.
  • Monitors department budget for profitability.
  • Designs and produces various reports utilizing institutional data to create monthly, quarterly, and annual financial statements.
  • Reviews and approves monthly accounts reconciliations and/or business plan activity, corrects errors, and informs the Associate Director of Finance of any problems or discrepancies.
  • Develops strategies with the Associate Director of Finance for establishing and utilizing departmental discretionary funds.
  • Liaison with academic staff regarding correct preparation of various forms such check deposits, online payments, travel reimbursements (initiated through Concur), shopping cart and other related financial transactions.
  • Approval of Procurement Cards.
  • Allocates resources and develops efficiencies to improve and maintain the services of the school and to ensure positive financial performance.
  • Provides departmental information as requested by the school or external entities as requested and appropriate.
  • Assists with compliance matters.
  • Manage one direct report: Budget Analyst position.
Human Resources Administration
  • Review of faculty and staff effort, this includes submission of E-forms and adhering to compliance of effort reporting.
  • Assists with monitoring academic programs salaries, headcount, and other key HR data.
  • Works with divisional HR to ensure timely preparation of payroll, maintenance of other personnel information, and compliance with human resource guidelines for faculty, staff and student workers.
Special Knowledge, Skills, & Abilities
  • Background knowledge of expenditure accounting and reporting systems, Pcard, etc.
  • Knowledge of human resource administration.
  • Significant experience in spreadsheet development and analysis.
  • Working knowledge of Microsoft Office programs (specifically Word, Excel and Power Point) required.
Minimum Qualifications
  • Bachelor's Degree in Finance, Accounting, Business or related field.
  • Five years related financial/accounting and financial management experience, e.g., planning, directing, monitoring, organizing, and controlling the monetary resources of a department, center, or unit.
  • Additional education (master's in a related field) may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
Preferred Qualifications
  • Working knowledge of SAP or other enterprise systems.
  • Working knowledge of Student Information Systems (SIS) for reports related to enrollments, faculty teaching assignments, etc.

Starting Salary Range: $72,600 - $127,000 Annually ($105,000 targeted; Commensurate with experience)
