Cornell Cooperative Extension is Hiring a Finance Assistant II Near Aurora, NY

Cornell Cooperative Extension of Erie County has an opening for a part-time Finance Assistant working 20 hours per week from the E. Aurora, NY office.
The Finance Assistant works under the supervision of the Association Administrator/Operations Manager to manage, implement, and coordinate the financial and business functions of the accounting/payroll process for the Association.
The Finance Assistant will assist with monitoring and preparation of budgets; verify financial reports based on grant/contract and other funder requirements; construct financial statements and reports; assist with monitoring, tracking, and verifying all accounts assigned. Perform technical aspects of accounting data entry and functions according to established procedures and policies.
This position will work closely with the Supervisor and the WSBN Regional Finance Manager to ensure the financial needs of the association and staff are met in a timely and efficient manner.
REQUIRED QUALIFICATIONS:
  • High School Diploma or equivalent education.
  • Experience relevant to the role of the position.
  • Ability to meet travel requirements associated with this position.
  • Ability to meet acceptable background check standards.
  • Ability to work flexible hours which may include evenings and/or weekends, as appropriate.
  • Ability to clearly communicate (speak, read, and write proficiently) in English.
  • Ability and willingness to work with diverse audiences and maintain cultural sensitivity.
  • Knowledge of generally accepted accounting principles, procedures, and practices.
  • Ability to read, analyze, and interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Ability to prepare and maintain accurate, error-free financial and statistical records.
  • Commitment to learn Cornell-specific accounting software.
  • Ability to ensure confidentiality of information relating to financial and sensitive personnel matters at all times.
  • Ability to organize and manage diverse workload focusing on identified priorities.
  • Ability to work cooperatively, establish and maintain effective working relationships with members of the Association in order to accomplish planned Association objectives.
  • Ability to solve problems and deal with a variety of variables in situations where only limited standardization exists.
  • Must demonstrate a high degree of accuracy, integrity, sound professional judgment, tact, and maturity to effectively relate to people in order to accomplish Association’s financial goals.
  • High level Proficiency with Microsoft Office Suite (including but not limited to Outlook, Word, and Excel), computer finance programs, as well as computer networking experience.
  • Ability to work in a typical office environment which may include lifting, moving, and/or transporting office supplies, work related materials, and equipment with or without accommodation. PREFERRED QUALIFICATIONS:
  • Associate’s degree or college-level accounting courses and two years of experience in accounting, finance or related area OR equivalent combination of experience and education
  • Experience in non-profit accounting.
  • Experience in budget preparation and management, accounts receivable/payable tracking, expense/revenue tracking, cash flow tracking, reconciliation, reporting, compliance, financial statement preparation.
  • Knowledge of FASB (Financial Accounting Standards Board) and GAAP (Generally Accepted Accounting Principles) Standards.
  • Prior experience in a double-entry accounting software program.
  • Willingness to learn new skills and information.
ESSENTIAL FUNCTIONS:
Administrative Direction - 5%
  • Assist with developing Association financial guidelines, procedures and strategies that adhere to all applicable laws, regulations and CCE guidelines for compliance, utilizing the SBN Finance Manager and Supervisor for high-level guidance and recommendations.
  • Work with Supervisor to prepare budget requests and budget modification requests, including the preparation and coordination of comprehensive annual budget for presentation and submittal to appropriate staff, Association Finance Committee, Board of Directors, and County Budget Office.
  • Assist with planning for and developing grants/contracts utilizing the SBN Finance Manager and Supervisor for high-level guidance and recommendations as needed.
Administrative Management - 5%
  • Assist with management and monitoring of budgets, expenditures, revenues, etc. following adherence to various internal and external regulations, e.g., GAAP regulations and Cornell Accounting Procedures.
Administrative Coordination/Operation - 85%
  • Process vouchers for payments insuring that all charges to accounts are accurate.
  • Prepare invoices and required billing documents for funds owed to the association for supplies, services, and grants programs
  • Record cash receipt deposits and PayPal account revenue.
  • Accurate/timely post all financial transactions to appropriate computerized ledgers (accounts receivable, accounts payable and general journal)
  • Maintain physical inventory of all Association supplies, equipment, and vehicles
  • Perform and assist with accounting functions according to association policy (FORM codes) including, but not limited to:
  • A/P vouchering/entry into accounting software.
  • A/P check payments – process checks after proper authorization and verification with appropriate staff.
  • General ledger entries for deferred revenue.
  • Reconcile monthly bank statements for all Association accounts.
  • Prepare, process, and upload finance back up documentation into Acumatica
  • Cash receipts entries, bank deposits and withdrawals, accounts receivable invoices.
  • Vouchers for cash disbursements and accounts payable entry.
  • Reimbursement claim vouchers for grants.
  • Cash handing and recording procedures.
  • Ensure payments, petty cash and other financial transactions are processed accurately and timely.
  • Assist with the tracking and recording of unclaimed funds.
  • Assist in the submission of fiscal year-end financial reports and subsidiary ledgers to Cornell University Extension Administration.
  • Procure certificates of insurance; determine direct and indirect costs as required for grant budget development as requested.
  • Prepare financial statements and reports including monthly, quarterly, and annual financial statements/reports.
  • Work cooperatively with other finance staff.
  • Assist in the preparation of accurate and timely monthly financial statements that reflect the financial position of the association.
  • May attend and participate in Association Board or committee meetings, as appropriate.
  • Work with auditors and assist association in coordination and follow-up of issues.
  • May assist with providing financial services to other associations within the Shared Business Network region as needed.
  • Maintain communication with Supervisor regarding all issues and/or concerns relating to areas of responsibility.
  • Maintain a strong connection to, and be an active participant with, the Shared Business Network (SBN) Lead Finance Manager to meet SBN obligations.
  • Maintain strict confidentiality of all financial, personnel, and payroll records at all times.
  • Assist with preparation and reconciliation of staff leave time (sick, personal, vacation) as well as related reports as necessary.
  • Prepare and transmit HR/Personnel transaction forms to the WSBN staff for processing into Workday.
  • Coordinate and implement on-boarding for new hires including completion and filing of Form I-9, providing orientation and benefits guidance in compliance with established policies and procedures.
  • Ensure that each employee completes mandatory annual trainings, including but not limited to sexual harassment training and Title VI civil rights training.
  • Ensure that all required civil rights and employment information is posted clearly in the office.
  • Ensure HR transactions including but not limited to hire, promotion, separation, family medical leave, extended medical leave, etc. are processed in a timely manner as necessary.
  • Prepare and submit accurate expense reports, mileage reports, receipts/supporting documentation, and/or vouchers in a timely manner per established policy and procedures.
  • Maintain confidentiality of all information and data collected, accessed and/or maintained.
  • Provide data and information to assist with preparation of reports, impact statements, and success stories for funders, advisory committees, Board, and others as requested.
  • This position may require the transport of self and/or program materials/resources in performing position responsibilities.
Professional Improvement and Other Duties as Assigned - 5%
  • In cooperation with the Supervisor, jointly develop and pursue a professional development plan as a means to increase competencies relative to position accountabilities and to address changes in programming and association priorities.
  • Participate in all required orientation, training, and/or in-service meetings and trainings as scheduled/required.
  • Pursue personal growth through expanding personal knowledge of the total organization and through updating techniques and technical skills relating to the position.
  • Carry out assignments and other duties as assigned by supervisor, including but not limited to local fairs, community activities, etc.
  • Collaborate in activities that are in general support of Cornell Cooperative Extension including but not limited to attendance at staff meetings, timely reporting of expenses, working with other staff, general marketing of Cooperative Extension programs and other duties as assigned.
  • Maintain regular and predictable attendance and punctuality.
