Collections System Supervisor

WHAT YOU WILL BE DOING:

An employee in this class plans, organizes and supervises employees engaged in performing a variety of work associated with the preventive maintenance and repair of sewer lines. Work requires assessing needs, determining priorities, planning work and making assignments to specialized crews and support teams of employees working in sewer collections systems in preventive maintenance or repair activities. Work includes responding to emergency needs and after-hours calls; acquiring equipment and materials needed by the crews; monitoring work for compliance with standards; meeting with contractors to review specifications and requirements and inspecting work in progress; dealing with infrastructure complaints and concerns of homeowners; and serving as Operator in Responsible Charge (ORC) for the collection system while maintaining knowledge and certification of the system. As needed the employee may participate in the equipment operation or field work of the crews. The employee is subject to working inside and outside environments including extreme hot and cold weather, and to work hazards including loud noise, vibrations, moving mechanical parts, exposure to chemicals, fumes, odors, poor ventilation, and oils. The employee may be required to inspect sewer line pipes, manholes or other small confined spaces. Work involves call-back work for weather and natural disasters and requires serving “on call” for emergency assessment and assignment of work for water or sewer repairs.

Work is performed under general supervision of the Utility Operations Manager and is evaluated based on conferences, productivity of the unit, review of records, and adherence of work inspected to adopted plans and specifications.

A SAMPLE OF THE ESSENTIALS:

  • Serves as ORC for the sewer collection system; completes state-mandated reports and maintains data; pulls information for state inspections; meets with state officials to review annual data, reports, makes adjustments to information.
  • Oversees the preventive maintenance and rehabilitation program for sewer lines, storm sewer, and mainline valves; develops, plans, and implements long-range sewer rehabilitation projects; assures the proper procedures for line flushing.
  • Coordinates staff to provide CCTV inspection and cleaning; compiles and updates sewer maintenance, repairs and historical information into databases.
  • Oversees inspection, maintenance and repair of manholes.
  • Prepares sanitary evaluation studies, bid requests; chooses vendors and follows up on contracting work in progress.
  • Updates grid maps and data in various databases; works with GIS in securing and updating sewer line maps; verifies utilities with mapping software.
  • Surveys job sites prior to instructing crews on needed work; prioritizes projects and coordinates the use of available equipment, materials and personnel to complete projects in an effective and efficient manner.
  • Makes work assignments to the crew leader and specialty employees responsible for preventive maintenance and repair of sewer lines and related systems; inspects work during and after completion.
  • Interviews prospective employees; conducts performance appraisals; coaches employees and handles disciplinary actions as needed.
  • Identifies equipment needs and makes recommendations for resources to the Operations Manager; identifies and implements work processes that make the work unit function most productively; prepares section budget with suggestions for equipment and staffing needs; orders materials and equipment; tracks expenditures throughout the year.
  • Notifies residents of planned program activities.
  • Responds to citizen requests and complaints related to odors and sewer cleaning and easement clearing; meets with residents to explain work plans.
  • Trains and monitors employees in proper work methods and techniques, including both technical and safety procedures according to OSHA regulation; conducts specialized training for the work unit as needed.
  • Use Cityworks software on computer and/or phone to document or review work activities.
  • Responds to major sewer repairs and sewer spill calls; oversees work crews and assigns and prioritizes work.
  • Reviews development plans for infrastructure projects to make recommendations for future system improvements and services on new construction; meets with technical and developer staff to explain system requirements; corresponds with Town departments, concerning the status of Town acceptance of public infrastructure projects.
  • Attends training to retain certifications and maintain skills; performs field work as needed.
  • Performs related duties as required.

WHAT YOU'LL NEED:

Graduation from high school and extensive experience in sewer collections systems including some supervisory or lead worker and administrative experience; or an equivalent combination of education and experience.

Possession of a valid North Carolina Class A commercial driver's license

Possession of Grade III certification in sewer collection; and appropriate water distribution certification as required by the department.

  • Thorough knowledge of the principles and practices of construction, maintenance and repair of utility lines and related infrastructure, including of construction techniques, processes, and materials, and the ability to determine whether design specifications are being met.
  • Thorough knowledge in the operation and use of equipment, tools and materials used in utilities construction and maintenance work, and of the occupational hazards and safety precautions associated with the work.
  • Thorough knowledge of the Town engineering specifications and construction requirements for sewer collection systems maintenance and construction.
  • Considerable knowledge of system mapping information systems and the various databases and specialized software used in the work.
  • Considerable knowledge of specialized CCTV equipment operation and inspection software.
  • Ability to use computers, to maintain system databases and to create and maintain programmatic records and reports.
  • Ability to schedule work, to supervise work teams and provide effective leadership and to develop and apply appropriate safety practices.
  • Ability to establish and maintain effective working relationships with employees, supervisors, other Town officials, contractors, and citizens.
  • Ability to read plans maps and drawings.
  • Ability to respond to emergencies.
