Brazoria County is Hiring a Deputy Treasurer Near Angleton, TX

Exempt position under limited supervision, serves as a liaison between the Depository bank and the County Treasurer’s Office. Assists the County Treasurer with financial operations within the County Treasurer’s Office. Work responsibilities extend to providing supervisory or lead work direction over office staff.
Hours:  Mon – Fri, 8:00a – 5:00p, and additional hours as job requires.
  • Assists the County Treasurer in the supervision of staff: plans, assigns, and reviews work; ensures established standards are maintained; reviews and approves leave requests; recommends hires/transfers/promotions; trains; addresses and resolves complaints, participates in employee discipline;
  • Authorizes outgoing wire transfers, account to account transfers, debit/credit collections and banking exceptions;
  • Monitors all bank accounts for compliance with the depository contract and local government code; 
  • Reconciles multiple bank accounts as well as check and ACH registers weekly and monthly;
  • Completes and submits weekly and monthly reports the County Auditor’s Office;
  • Submits monthly State reports to the Texas Comptroller’s Office;
  • Familiar with all procedures put in place by the Purchasing Department to order checks, deposit slips, bank bags and receipt books for all departments;
  • Review Jury reports submitted by the District Clerk’s Office, process Jury panels and export financial data. Prepare report for Treasurer to complete Quarterly State Comptroller reports for Jury attendance;
  • Responsible for reporting to the Texas Comptroller’s Unclaimed property, cash, checks, reimbursements or any other financial asset or tangible property that has been abandoned by the owner and held by various county offices. Also responsible for maintaining records of such monies;
  • Serves as the vendor ACH/EFT Coordinator; sets up confidential vendor banking information into automated financial software and insures ACH/EFT payments generate correctly; 
  • Utilizes the County Healthcare vendor websites to retrieve insurance billing invoices and reports for payments for health care administration fees; approves ACH payments or wire transfers for payment of fees and record to the general ledger for health care payments; generates banking reports for auditor use in bank account reconciliation; reviews funding requests from vendors for paid insurance claims or premiums;
  • Be familiar with County Personnel Policies as set forth in the County's Personnel Policy Manual, plus related Court Orders and other official announcements of the County, thereby observing and enforcing said policies without exception; 
  • Works with the Treasurer and County Auditor’s Office to ensure compliance with the Texas Local Government Code with issues concerning banking, checks, accounts payable and the general ledger; assists auditors with other banking issues;
  • Works with various County departments regarding banking issues;
  • Attend training classes when necessary which may require out of town travel;
  • Back up Assistant Treasurers in their absence and when needed;
  • Performs all other related duties as assigned. 
MINIMUM QUALIFICATIONS:
Education, Experience and Training Guidelines:
Bachelor’s degree in Business Administration or related field; AND five (5) years of accounting or bookkeeping experience, including three (3) years of government accounting experience, banking experience; AND two (2) years of supervisory or management experience; OR an equivalent combination of education, training and experience as determined by Human Resources.
Knowledge of: 
  • Applicable local, state and Federal statutes, rules, codes and regulations governing employment laws;
  • Principles and practices of banking operations;
  • Financial investment principles and practices;
  • Federal rules for reporting and taxation regarding payroll and accounts payable;
  • Department policies, procedures and regulations covering specific areas of assignment;
  • Principles and practices of government accounting;
  • Principles and practice of project management;
  • Principles and practices of effective employee supervision.
 
Skill in:
  • Supervising the work of others;
  • Communicating effectively, both orally and in writing;
  • Maintaining strict confidentiality;
  • Establishing and maintaining cooperative working relationships with County Commissioners, County Judge, managers, supervisors, employees, external public agencies and organizations, contractors, and the general public;

LICENSE & CERTIFICATION REQUIREMENTS:
Texas Association of Counties Investment Academy Association Member;
Valid Texas Driver’s License.PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
Work is typically performed in a traditional office environment. May be required to lift and carry items weighing up to 25 pounds. While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
