DescriptionOverviewSt. George Tanaq Corporation (SGT), an Alaskan Native Corporation (ANC), is committed to serving Federal customers while also giving back to the Tanaq native community and shareholders. SGT is privately owned by Alaska Natives, and stock is not publicly traded.
About The RoleWe are seeking a Proposal Manager to lead the development of winning federal, state, or commercial proposals, who has proposal management skills and leadership experience. This role is responsible for the full life cycle of the proposal process including analyzing the opportunity, leading strategy kick-off calls, delivery, and follow-up/prep for next stage opportunities. This position will work closely with company leadership, subject matter experts, and others to develop compliant and compelling proposals.
Responsibilities
  • Oversee proposal development processes and pipeline, and design high-quality, compelling, and compliant proposals.
  • Collaborate with company leadership, technical leads, business development, human resources, and contract teams throughout proposal duration, from opportunity identification and development of proposal strategy to proposal debrief.
  • Oversee proposal production activities; manage schedules/plans, develop outlines, review content and pricing, monitor resources/assignments, track, and action issues.
  • Ensure consistent, efficient implementation of processes and best practices.
  • Analyze Request for Proposal or Quote (RFP or RFQ) requirements and prepare responses to formal solicitations and informal requests for information.
  • Compliance oversight (RFP, FARS, page allocations, evaluation factors, etc.). Responsible for 100% compliant proposal.
  • Write and collate content as required, edit boilerplates, and weave proposal and win themes throughout.
  • Gather information to include in proposals; conduct internal subject matter expert and client research.
  • Plan, coordinate, and lead proposal kick-off meetings, status updates, and color team reviews.
  • Manage schedules and proposal contributors to ensure 100% on-time delivery.
  • Facilitate after-action debriefings, summarize recommendations for improvement, and apply lessons learned.
  • Support competitive assessment and price-to-win analysis.
  • Identify competitive differentiators and unique approaches to RFP requirements.
  • Assist with new opportunity research and forecasting.
  • Manage and maintain databases (knowledge, leads, proposals), templates, data calls, compliance matrices, cost volumes, graphics, and other related materials.
RequirementsRequired Experience and Skills
  • 5 years of experience in federal government proposal management, or equivalent educational/certification experience.
  • 5 years of experience with 8(a) set-aside procurement and related SBA tools and technologies preferred. Previous experience with an Alaska Native Corporation (ANC), Native Hawaiian Organization (NHO) or Indian Tribe highly desired.
  • Experience applying the Shipley process or training preferred.
  • Proven experience implementing process solutions to respond to large ID/IQ, re-complete, and multiple quick-turn task order proposal activities.
  • Ability to maintain a flexible schedule especially during peak proposal activity (June through September).
  • Knowledge of the Federal contracting environment and procurement cycles, including knowledge of proposal-related jargon and terminology; FAR expertise preferred.
  • Proficiency in Microsoft Office Suite (including Outlook, Word, Excel, and PowerPoint).
  • Self-driven with ability to self-manage, take direction, and proactively run with tasks.
  • Excellent organizational skills and ability to manage competing priorities in a fast-paced work environment, with time management and an attention to detail.
  • Attention to detail and problem-solving skills.
  • Excellent writing and editing capability; ability to synthesize and analyze material quickly and effectively.
  • Ability to thrive in a small company or start-up environment.
  • Flexibility and ability to adapt to quickly changing priorities.
  • Understanding of Artificial Intelligence tools to improve proposal productivity preferred.
Education and Training
  • Bachelor’s degree or combination of work experience in business, accounting, marketing, or a related field is required.
  • APMP professional certification preferred.
Physical Requirements
  • Prolonged periods of sitting at a desk and working on a computer. May need to lift 25 pounds regularly.
