Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $90,000 - $100,949.

THIS POSITION IS ONLY OPEN TO CANDIDATES WHO ARE PERMANENT (NOT PROVISIONAL) IN THE CIVIL SERVICE TITLE OF ADMINISTRATIVE STAFF ANALYST*

The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

ACS Division of Child and Family Well-being (CFWB) designs and executes strategies to support caregivers, children, and communities, so they can thrive and enjoy self-determination. A critical piece of CFWBs portfolio is the operation of the Citys subsidized child care voucher system -- one of the largest child care assistance programs in the country. ACS providers vouchers to tens of thousands of low-income and child welfare-involved families, allowing parents and caregivers to access affordable child care at the provider of their choice while they pursue work, education, or training.

The Office of Community Engagement & Partnerships (OCEP), within ACS Division of Child and Family Well-Being (CFWB), works collaboratively with community residents, leaders, faith institutions, fatherhood providers and other stakeholders to 1) Promote goodwill and help deepen the communitys awareness of ACS programs, services and campaigns; 2) Connect the general public and vulnerable children and families to an array of community supports offered by ACS contract agencies; 3) Organize and convene the community through ACS 11 Community Partnership Programs and 3 Family Enrichment Center (FEC) networks; and 4) Build new partnerships that help to support equity and family safety, stability, and well-being.

OCEP builds social capital through its externally facing strategies by 1) deepening the communitys awareness of ACS programs and services; 2) supporting ACS-funded coalitions and planning bodies; and 3) building local and citywide partnerships, with a focus on promoting primary prevention and child and family well-being strategies. ACS, through OCEP, has established a presence in key City communities, with the leadership of the outgoing employee who successfully developed strong partnerships with a range of community groups and organizations.

Job Duties of the Senior Advisor Planning and Operations are as follows:

- Identify and respond to opportunities to broaden and deepen OCEPs reach with partners from a range of disciplines public, private and philanthropic sectors

- Organize and manage information and knowledge-sharing across the Unit

- Develop internal and external communication processes and tools that maximize efficiencies

- Create presentation-ready infographics, Power Point presentations, visual spreadsheet data, etc.

- Create and monitor project workflow tracking systems and forecast scheduling conflicts and human resources needs to meet demand

- Monitor staffing actions and work closely with Associate Commissioner and senior team to ensure timely submission of HR related documents

- Centralize and manage all logistics related to intern requests, assignments, schedules, and evaluations

- Design and analyze feedback surveys and utilize findings to make recommendations to inform the Units direction

- Maintain and improve the shared network document system and make improvements as needed

- Conducts research on a range of topics including, but not limited to: operational systems improvement; organizational efficiency strategies; and staff development

- Maintain communication across program areas and track progress on shared initiatives between FECs and Partnerships

- Identify and advance synergies, common practices and ways to maximize cross-program and cross-divisional opportunities

- Support all procurement processes and track progress on deliverables

- Manage communication with consultants including work plans, payments and deliverables

- Monitor staff performance evaluation submissions and ensure timely completion

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
