General Description:
The purpose of this job within the organization is to perform varied and independent work of a highly responsible nature in administering the daily activities of the City of Petersburg in a variety of areas as assigned by the City Manager. This position formulates long-range goals for the organization, develops policy and position papers, and assists in planning, organizing, and administering the activities of the City.
Duties and Responsibilities:
The functions listed below are those that represent the majority of the time spent working in this job. Management may assign additional functions related to the type of work of the job as necessary.

Essential Functions

Essential Functions:
Serves as the liaison to the City Manager and provides oversight to various departments as assigned.

May provide oversight of City of Petersburg financial operations.

Provides leadership to address simple and complex situations that may occur while coaching personnel to ensure that they become problem solvers to minimize dependency.

Provides strategic planning to create a more efficient operation and provide quality services to constituents.

Initiates measures to improve the administrative efficiency of the City.

Prepares various reports for the City manager, and performs other related duties as assigned.

Represents the City Manager at meetings and conferences as required and as assigned.
Additional Duties :
Works effectively with elected officials and other officials, bond rating agencies and with various department heads to meet the established strategic goals.
Facilitates and attends meetings that have financial and operational impact on the City of Petersburg.
Develops goals and objectives for work units to measure effectiveness.
Reviews and revises policy to advance efficiency and ensure practicality in how the City is governed.
Presents to a range of internal as well as external customers.
Performs related work as assigned.

Physical Demands:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

Equipment usage involves responsibility for materials, machines, tools, equipment, work aids, and products.

Develops and implements long-range capital plans and programs to support the goals and objective of the organization.

Requires management level responsibility for application and interpretation of the policies regarding the provision of continuous enforcement of the laws and standards of public health and safety.

Qualifications

Minimum Education and Experience Requirements:
Requires a Bachelor's Degree in business, public administration, or a related field and six (6) years of progressively responsible administrative and management experience; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Considerable knowledge of the scope and functions of local government.

Special Certifications and Licenses:
Preferred: Masters in Business Administration or Master's in Public Administration
