Job Description

Do you have experience with employment liability issues? The Utah Division of Human Resource Management (DHRM) is seeking a Human Resources Specialist to help us deliver high quality HR services at the Utah State Development Center (USDC) Field Office , which is part of the Utah Department of Health and Human Services Field Office.

As a member of this team, you will consult with USDC management on key HR liability issues, including workplace investigations, FMLA, ADA, workers compensation claims, etc.

This position is currently a hybrid of both in-office (3 days a week in office required) and telework days. The office is located at The Utah State Developmental Center 895 N 900 East, American Fork, Utah.

Please note, a position's eligibility for telework is established by agency management and is subject to change at their discretion at any time and for any reason.

This recruitment may be used to fill additional vacancies and any selected candidates may be reassigned to other work locations and / or agencies within Salt Lake, Utah, or Weber counties based on needs of the department.

Preference may be given to current DHRM employees.

Example of Duties

Principle Duties :

The Human Resources Specialist's main duties and responsibilities are to :

  • Consult with assigned agency management on employee discipline and performance improvement.
  • Conduct and manage investigations related to complaints, grievances, misconduct, harassment, etc.
  • Assist and coach supervisors and managers with employee related issues including employee corrective and disciplinary actions, discrimination charges, employment hearings, grievances and other employee issues..
  • Coordinate and process the Family Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), long-term disability (LTD), and workers compensation claims.
  • Provide HR related training to agency staff and management.
  • Work with agency management and assist the Attorney General and State Risk Management with grievances, lawsuits, and / or charges filed with the Utah Anti-Discrimination and Labor Division (UALD) and / or the EEOC.
  • Create documentation for customer agency management on demotions and dismissals.
  • Create documentation and maintain confidential records for management regarding adverse actions : maintain case logs to provide periodic reports to HR Manager regarding adverse actions.
  • Conduct investigations into complaints of Title VII violations.
  • Provide training to investigators on performing internal investigations and conduct training for supervisors / managers on HR rules, policies, and procedures.
  • Ensure compliance with applicable federal and / or state laws, regulations, and / or agency rules, standards, and guidelines, etc.

Qualifications

The Ideal Candidate :

  • Has professional human resource experience or an equivalent combination of higher education and / or professional human resource experience.
  • Has a knowledge of and professional work experience with applicable state and federal employment laws.
  • Has excellent customer service / interpersonal skills.
  • Has the ability to write and edit professional communication.
  • Has the ability to manage a high volume of work coming from multiple sources.
  • Is organized and detail oriented.
  • Has the ability to analyze quantitative and qualitative data.
  • Has an influential impact on others.
  • Works well with others.
  • Have a strong work ethic.
  • Is flexible and adaptable.
  • Has the willingness and desire to learn.

  • Employment contingent on passing a background check.
  • NOTE : Division of Human Resource Management rules regarding promotions and transfers apply to current state employees.
  • Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending;

carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
