Job Location: El Centro, CA
Salary Range: $66,560.00 to $84,624.10/year (Lead Union Representative I or II depending on experience)

Job Summary
Under the direction of the Director & Assistant Director of Internal Operations, as well as the Regional Manager, the Lead Union Representative will grow the member-driven union by building local and state power for workers. As the Lead Union Representative, I will also support and assist the Regional Manager with the development of staff and volunteers and will assist with the implementation of the union contract by helping in negotiations, campaigns, internal organizing, leadership development, and political and legislative agendas.

Duties and Responsibilities:

  • Establish rapport with and organize members in widely diversified ethnic, social and economic groups.
  • Develop, implement and lead the coordination of worker mobilization around worksite issues, politics, public policy, and other issues affecting the lives of workers.
  • Lead and train staff, TEO’s and member volunteers in soliciting memberships through orientations, AIMS, membership meetings, new member house visits and special events.
  • Develop, implement, and lead coordination and turnout of IHSS Orientations and regional IHSS growth plans.
  • Coordinate participation of and work collaboratively with Regional Manager to identify political activities that hold elected officials accountable to working families.
  • Build external relationships with the community, county officials and workers to drive campaigns, develop the union and increase public awareness.
  • Serve as liaison to Regional/County coalitions by connecting members to outside organizations and advancing the UDW agenda.
  • Serve as spokesperson for the union in several local settings and develop member leaders to speak in public settings.
  • Identify, mentor, and develop member leaders through the leadership academy, councils and bargaining institute; coach staff in advancing leadership development skills.
  • Develop and maintain relationships with members, identifying their abilities and potential contributions to the union.
  • Work collaboratively with Regional Manager to create, implement, and supervise procedures that safeguard management and maintenance of membership data to track and develop member activists, leaders, and member participation.
  • Work collaboratively with Regional Manager and staff to implement effective communication systems to reach members and providers.
  • Guide staff in identifying and developing appropriate print and digital communications including leaflets, flyers, photos, and social media posts.
  • Provide vital member provider assistance.
  • Maintain work files and comply with administrative reporting.
  • Assist in expediting resolution of members complaints and resolve concerns.
  • Assist with the design, execution, and lead campaigns, including but not limited to, political elections, contract negotiations and statewide legislative agenda.
  • Support and recommend regional growth plans to expand membership through orientations, AIMS, membership meetings, new member house visits and special events; provide training and resources on effective tools and tactics.
  • Assist with coordination of local political, Civil & human rights and health & welfare councils, ensuring initiatives align with regional goals and objectives and expand social justice, civic and community power.
  • Plan local internal events and collaborate with coalition partners to plan and execute external events.
  • Provide administrative and performance reports to Regional Manager as required
  • Assist with department projects and perform other duties as assigned which are reasonably within the scope of work in this job classification.
Supervisory Responsibilities:
  • Oversee Union Representatives within assigned area(s).
  • Develop Union Representative skills of staff and member volunteers.
  • Oversee management and training of the Temporary Employee Organizer program.
  • Provide guidance and ensure staff’s compliance with UDW policies and procedures.
  • Identify opportunities to lead and train staff and volunteers in developing social justice, civic and community power through local political, human rights and health & welfare councils.
  • Assist with department projects and perform other duties as assigned which are reasonably within the scope of work in this job classification.
Knowledge, Skills, and Abilities:
  • Knowledge of labor rights, contract language, PA grievance, political, budget & lobbying plans
  • Ability to research, interpret and summarize local, state and federal laws, policies and procedures affecting home care workers
  • Effectively prioritize and multi-task assignments and responsibilities
  • Ability to identify, develop and execute plans while directing personnel and volunteers
  • Excellent communication skills with proven presentation and speaking abilities
  • Ability to implement plans and procedures across teams while monitoring effectiveness
  • Knowledge of customer service skills including needs assessments, organizational processes, and quality standards
  • Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, and office procedures
  • Strong strategic and critical thinking skills
  • Social orientation preference and effectiveness in working with and connecting with others
  • Proficient in Microsoft Office
  • Familiar with voter engagement apps, texting and social media platforms and predictive dialer software with the ability to cut turf and administer lists.
  • Proven experience solving complex issues and problems in a fast-paced environment
  • Ability to establish and maintain rapport and credibility with diverse demographic groups, elected officials and community organizations
  • Ability to work cooperatively and effectively in cross-functional teams
  • A demonstrated commitment to unions, supporting and developing members’ voices
  • Ability to comply with UDW’s driver policy
Preferred Qualifications, Education, and/or Experience:
  • High school diploma or equivalent
  • 1-3 years of extensive union or comparable organizing experience
  • 1-3 years of prior leadership experience
Preferred Bilingual Language(s) in either:

Requirements:
  • Must possess a valid California driver’s license, auto insurance that covers business driving, and an automobile for business use.
