General Position Summary:

The role of the District Experience Manager is to serve as the Idaho Supreme Court’s liaison to the elected clerks and their offices and to coordinate among court operations, financial court services, and the information division to maximize the value of the court case management system as well as other services delivered to Idaho’s courts and statewide users. Through good working relationships, the District Experience Manager develops a thorough understanding of the needs of elected clerks and their offices, strengthens alignment among the elected clerks and the Administrative Office of the Courts, and brings visibility to the needs and concerns of the elected clerks. This position works with a great deal of independence under the direct supervision of the Deputy Administrative Director.

Major Duties and Responsibilities: (The examples provided do not cover all of the duties which the incumbent of this position may be required to perform.)

· Serves as the Idaho Supreme Court’s liaison to elected clerks of the district court and their offices to manage their needs related to the trial courts;

· Develops and strengthens communication with the elected clerks of the district court and other court personnel regarding court policies, procedures, and programs;

· Manages projects and works in collaboration with the elected clerks of court, the Information Division, Court Operations and Court Financial Services.

  • Provides strategic analysis of court processes or operations where specific issues to be corrected, examined or recommended have not been identified; and recommends solutions in consultation with impacted internal and external stakeholders;
  • Identifies the need for training resources and develops training resources, quick guides, and toolkits in collaboration with stakeholders;

· Coordinates cross-team/cross-division collaboration on projects and initiatives;

· Plans, facilitates and conducts project meetings;

· Measures, evaluates and communicates project performance to the elected clerks;

  • Directs or participates in studies of new and existing programs and special projects to determine feasibility; resolve problems including organizational, procedural, and technical research and analysis;
  • Develops policies and procedures in collaboration with stakeholders to improve efficiency and/or improve customer services;

· Reviews existing and proposed local, State and Federal legislation for impact on court operations;

· Works closely with the Information Division regarding the court case management system and utilization of technological tools to meet court needs;

  • Works closely with Court Operations and Financial Court Services regarding court rules, policies, and procedures;
  • Coordinates activities and work plans to implement applications and carries out efforts to remediate any identified issues;

· Serves as the Idaho Supreme Court’s point of contact for elected clerks and their staff to troubleshoot areas of concern with the case management system or other matters;

· Represents the Court on committees, the Clerks’ Advisory Group, as well as other work groups and task forces for the development, scheduling, implementation and monitoring of court programs and projects;

· Performs other related duties as assigned.

Minimum Qualifications:

The Idaho Courts reserve the right to consider an equivalent combination of education, training, and/or experience necessary to successfully perform the major responsibilities of the position.

Education and Experience:

  • Bachelor’s degree in, business management, business administration, public administration, legal studies, technology management or related field; preference may be given to candidates with a relevant master’s degree such as in public or business administration;
  • Five years of progressively responsible court experience with at least three years of experience coordinating and implementing projects; preference may be given to candidates with public sector experience;
  • Experience in supporting enterprise software implementation projects.

Knowledge, Skills, and Abilities:

· Knowledge of the courts, public sector organization and management, administration, information systems and practices;

· Knowledge of state and local governmental/legislative/political systems and processes;

· Knowledge of project management techniques;

· Knowledge of customer service principles and practices;

· Knowledge of basic financial, statistical and comparative analysis techniques and methods;

· Knowledge of methods of report preparation;

· Strong skill in communicating clearly and concisely both verbally and in writing;

· Strong skill in coping with potentially stressful situations and making independent decisions;

· Strong skill in problem-solving and conflict resolution;

· Strong skill in project planning, communication and collaboration; and organizing activities and coordinating with others to accomplish the project goals;

· Skill in working and communicating with others to provide consultation and problem resolution;

· Skill in establishing and maintaining an effective, cooperative work environment;

· Ability to accurately collect, prepare, calculate, record and reconcile statistical, financial and informational data;

· Ability to research, interpret, explain and apply applicable policies, procedures, guides, rules and statutes;

· Ability to gather and analyze facts, draw conclusions, detect and define obscure problems, and propose feasible solutions;

· Ability to exercise independent judgement and problem-solve in the absence of easily applied rules.

· Ability to coordinate and manage multiple projects;

· Ability to organize and prioritize workload efficiently to meet all deadlines under changing conditions;

· Ability to prepare clear, concise and complete reports and other written materials;

· Ability to exercise discretion, good judgement and awareness of political/employee relations and impact of decisions and actions;

· Ability to write, read, and interpret flow charts and other documentation;

· Ability to develop consensus among stakeholders;

· Ability to advocate for effective solutions in a professional manner;

· Ability to work independently with minimal direction;

· Ability to maintain integrity and confidentiality;

· Ability to travel throughout the State of Idaho.
