Progress Ranch is Hiring a Clinical Program Manager Near Sacramento, CA

The Clinical Program Manager is a licensed provider providing supervision to designated mental health staff and can provide direct care to clients and families as needed. The Clinical Program Manager will draw from their clinical knowledge to provide supervision and oversight of clinical programming and administrative tasks performed by mental health staff.

Organizes, directs and supervises the activities of one or more mental health program; assists in the development, implementation and evaluation of policies and procedures related to clinical program operations; provides staff support to higher level management; serves as a member of the agency’s management/supervisory team.

This class is characterized by the responsibility for the ongoing management responsibility over one or more mental health program. Exercises supervision over supervisory, clinical, and some office support staff.

Duties and Responsibilities

The main duties and responsibilities for this role include but are not limited to the following:

· Plans, organizes and manages the clinical operations and activities of one or more mental health program according to agency and funding source requirements; monitors expenditures and service revenues; assists in maintaining budgetary control; oversees quality assurance standards; develops data collection systems and prepares regular statistical and progress reports.

· Assist in developing grant applications and program proposals to obtain state and federal funding.

· Works closely with agency management responsible for the oversight of residential programming to ensure that integrated residential and mental health programs are operating according to regulatory requirements and that services are truly integrated.

· Gathers and analyzes information to determine new and ongoing program needs; determines program objectives and formulates procedures and protocols for program services; monitors progress toward objectives; participates in the development and implementation of policies, and priorities or the assigned units.

· Reads, analyzes and interprets laws, regulations, and information notices governing assigned program operations and assists in development of agency polices and procedures to align program operations with regulatory requirements ensuring regulatory compliance. Serves as outpatient Head of Service.

· Supervises, trains, assigns and evaluates staff; determines utilization of staff; confers with and/or makes recommendations to the management team with respect to complex personnel employee relations matters, as well as public contact problems, which may have significant administrative or legal consequence.

· Represents the agency on task forces, planning bodies, committees and other groups; and engages in advocacy efforts related to public policy impacting the organization.

· Confers with representatives of funding sources, including counties, regulatory bodies and licensing agencies.

· In absence of a Clinical Supervisor, the Clinical Program Manager plans, assigns, supervises, reviews and evaluates the work of mental health program staff including any combination of registered or licensed clinicians or social workers, licensed professional counselor associate or licensed professional counselor, mental health rehabilitation specialists, or other clinical staff members.

· Processes and reviews referrals for clinical services; assigns cases and monitors quality; facilitates clinical case review and staff meetings; meets with supervisory staff to discuss program needs.

· Ensure supervisees follow governing regulatory guidelines, mandated reporting, and agency policy and procedures.

· Consults with individual staff to review assignments, work progress, case management, and problem resolution; makes recommendations regarding methods of treatment and the provision of services to meet client needs.

· Work closely with supervisees to monitor and evaluate program performance including ensuring productivity, timeliness, and documentation standards are being met.

· Provides leadership and direction to a multi-disciplinary mental health treatment team.

· Serves as a program clinical technical resource to all agency staff, clients, and community partners.

· Participate in an on-call rotation to provide clinical consultation for program staff when there is a crisis situation.

· Provides consultation and coordination of services with other agencies, private care providers, and treatment facilities; develops and maintains the agency's community resources network; meets with community organizations, client and family member organizations, private individuals, agency administrators, and professional staff to gain cooperation in achieving program goals.

· Participates in developing procedure manuals and instructional materials and assists in developing and implementing program goals; assists management in evaluating program needs and in the development of effective program delivery.

· Plans, conducts and participates in internal clinical meetings, staff meetings, trainings and in-services.

· Will be responsible to work with other team members to track and report program outcomes based on contract/funder requirements.

· Establish and maintain professional relationships with clients, staff members representatives or the community served, employees of County departments, outside professional staff, and other agencies and the public.

· May perform any of the duties typically assigned to the professional staff including the provision of direct care to children and families as needed.

· Attend external trainings/conferences to meet licensing requirements and keep up to date with current clinical practices and present information gathered at conferences to clinical team members in staff meetings as appropriate.

· Be flexible to work evenings and weekends as needed across multiple sites.

Minimum Qualifications

· Education & Experience:

o Licensed Clinical Social Worker, Licensed Marriage and Family Therapist, Licensed Professional Clinical Counselor, Licensed Psychologist

o Licensed for at least 2 years, preferably with 3 to 5 years relevant experience

o Experience in leadership and/or role providing supervision including having provided direct services or supervised staff who have provided direct services within the last 2 years

· Credentials: LCSW, LMFT, LPCC, Ph.D., PsyD

Required Competencies

Knowledge of:

· Principles and practices of program management, including planning, implementation, and evaluation.

· Development and management of budget and expenditures.

· Policies, regulations and procedures governing assigned programs in mental health; goals and limitations of publicly funded programs within a specific assignment; legal requirements affecting service delivery and operations.

· Supervisory principles and practices including planning, assigning, and reviewing work, maintaining standards; employee development and evaluation; discipline processes; and staffing requirements for the program.

· Practices and administrative procedures of program coordination, including admissions criteria and procedures.

· The principles, practices, techniques, trends and literature of clinical interviewing, diagnosis, and assessment and service coordination/case management; planning, development and implementation of comprehensive treatment plans for programs that require treatment plans.

· Psychological, physical, and social aspects of mental health conditions, substance use disorders, and recovery; appropriate treatment of diverse populations including the provision of culturally and linguistically responsive services; impact of cultural, gender, sexual orientation, or socio-economic status on manifestations of emotional distress and mental illness. Understanding of treatment/harm reduction principals for children/youth/families impacted by CSEC.

· Knowledge of Medi-Cal billing, CalAIM, federal, state and local laws, codes and regulations, and professional ethics governing behavioral health treatment.

· Theories, principles, practices and techniques of recovery-oriented service delivery models including trauma-informed and strength-based approaches, relational model and wellness and recovery approaches with clients and family members.

· Understanding and prefer experience working in non-institutional therapeutic milieus such as STRTPs and shelter care programs (scattered site model).

Other Skills & Abilities:

· Prior experience working in county or non-profit organizations who work with children/youth in out of home care settings.

· Interpret and apply a variety of complex county, state and federal regulations, policies and guidelines related to a specific program; comply with laws, regulations and professional practices governing program services and operations; research regulations, procedures and/or technical reference materials.

· Prepare complex and detailed reports and records and maintain confidentiality of information.

· Supervise, advise, consult with and train others engaged in professional and technical work; secure cooperation and teamwork among staff; organize and prioritize work assignments; determine and evaluate level of achievement and performance.

· Ability to work independently and collaboratively with multiple teams

· Self-motivated and detailed-oriented, good organization and time-management skills.

· Ability to assess clients' immediate psychiatric and psycho-social needs and ensure clients' receipt of needed services; interview a variety of people with diverse socio-economic backgrounds, temperaments, and mental capabilities; recognize factors causing reaction or changes in client's condition or behavior; make referrals to other providers of mental health services.

· Ability to work in stressful, emotional and confrontational situations; and respond appropriately to mental health crisis situations.

· Communicate clearly, concisely, and professionally, both orally and in writing; compose correspondence independently.

· Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

· Commit to maintaining HIPPA compliance standards.

· Recognize and respect the limits of authority and responsibility.

· Must be proficient in Microsoft Office and use of electronic health records. Preferred proficiency in Drop Box, DocuSign, and Theranest.

· Ability to pass and be certified in First Aid/CPR, Crisis Prevention Institute (CPI), and Ukeru.

· Ability to pass physical exam, TB Test Screening, and background checks.

· Proof of COVID-19 vaccination.

· Perform other duties as assigned.
