JOB SUMMARY
Performs highly advanced (senior-level) managerial work providing direction and guidance in strategic Information Technology (IT) operations, planning, and modernization within TSLAC. Work includes coordinating with program directors to identify, establish and implement strategic goals and objectives to enable technology advancement in all areas of the agency. Will lead discovery, research, analysis and management for current and new agency technology services and infrastructure. Will lead and provide IT project oversight, training, and customer service. Works under minimal supervision with extensive latitude for the use of initiative and independent judgement. Supervises the work of others.

ESSENTIAL FUNCTIONS
Plans and directs the agency’s strategic IT operations, including budget and supervision of staff, and serves on the agency’s Administrative Team
Serves as the agency’s designated Information Resources Manager (IRM)
Serves as the agency Information Security Officer (ISO), and conducts and/or reviews results of special investigations, internal audits, and security breaches
Functions as custodian of agency data/information management tools and technology infrastructure
Develops, updates and implements Information Resource standards, policies and procedures, and monitors for compliance
Develops and establishes IT goals and objectives consistent with the agency’s strategic plan
Develops, reviews, monitors and approves budgets and schedules for all major IT projects
Prepares and submits mandatory IT reports and contributes to the LAR and Strategic Plan
Provides IT management support to the divisions and communicates effectively in planning and implementing information technology projects
Performs other tasks as assigned
Attends work regularly and in accordance with agency leave and attendance policies
Complies with all applicable agency policies and procedures, including safety and standards of conduct.

MINIMUM QUALIFICATIONS
Bachelor's degree from a four-year college or university in the field of computer information systems, computer science, or management information systems, and four years of successful full-time professional IT-related experience
OR
Six years of information resources manager (IRM) experience with staff and budget responsibilities
and 30 semester credit hours at an accredited college in the area listed above.
AND
Two years of experience in strategic planning for the use of technology to meet business requirements
Experience managing IR services in a multi-platform environment
Experience in implementing appropriate audit controls for securing IT resources
Knowledge of Texas state government, state legislative processes and the state budget process.
Knowledge of state and federal laws and regulations relevant to state agency IT operations
Strong written and verbal communications skills
Skills in project leadership and management required to effectively lead organizational change to meet strategic goals
Ability to interpret technical information relating to information resources and to communicate concisely and effectively with a non-technical audience
Ability to work well with technical staff, vendors, clients, and oversight officials
Ability to analyze data, to formulate conclusions, and to write reports
Ability to analyze complex technology opportunities and resource gaps and recommend best practice solutions
Ability to direct and organize program activities; to identify problems, evaluate alternatives, and implement effective solutions
Ability to establish and maintain effective working relationships with all organizational levels and external customers
Ability to work a flexible schedule to meet required deadlines
Ability to work under pressure and exacting schedules to complete assigned tasks
Ability to comply with all agency policies and applicable laws
Ability to comply with all applicable safety rules, regulations, and standards

PREFERRED QUALIFICATIONS
Master's Degree from an accredited college or university in computer information systems, computer science, management information systems, library and information science, or other related field
Experience with UNIX, Linux, and Windows operating systems
Experience with network operations, preferably with a Texas State Agency
Experience with the implementation of IR Legislative requirements for state government
Experience with Information Resources Security, preferably with a Texas State Agency.
