Our Business and Professions Division (BPD) is recruiting for a strong leader that can provide organizational leadership, vision and direction toward agency mission and strategic purpose to join them as their Central Services Administrator.
Our Business and Professions Division employs nearly 300 staff who manage 42 professional business licensing programs and regulate more than 200,000 licensees and 30,000 business licensees. The division also manages several statewide programs including the Uniform Commercial Code, Firearms Database, Combative Sports, and Prorate and Fuel Tax Services.

Duties

As the Central Services Administrator you will oversee and provide leadership and direction to a team that supports all programs within the Business and Professions Division. The work you do will support production management, regulatory oversight, policy development and implementation, management of all aspects of licensing and credentialing, as well as maintaining licensing records. You will be tasked with developing and implementing strategic and tactical planning and process improvements, while ensuring the division staff are provided with needed tools and resources. Your understanding of the importance of collaboration will be key as you will partner with other division leaders to identify and solve initiatives and lead specialty project groups. Using statistical and performance data and reports, you will establish performance standards and expectations to ensure processes are in place for the collection of data. Representing DOL you will use your skills communication skills to facilitate Board meetings, hearings, workshops and public presentations.
Some of what you will do:

  • Monitor programs and adapt to regular changes due to legislation, industry trends and the need for consumer protection, while creating equitable access and removing barriers to service.
  • Manage a production-focused customer facing team with performance metrics and expectations.
  • Work with professional associations, to recommend policy and ensure consistency of those policies regarding industry issues.
  • Represent the department at applicable speaking engagements, national committees, and professional trade association conferences.
  • Work with ad-hoc advisory committees within various program areas to stay current on industry issues, legislative efforts and training and testing issues.
  • Oversee licensing and regulatory duties on behalf of the boards, developing rules and policies to interpret statutes.

Qualifications

What you will bring to the position (Required):
  • Five (5) years of professional experience as a leader or supervisor, including as a senior level manager in a highly complex organization applying advanced principles of leadership.
  • Professional experience as a leader in a customer-facing production environment, applying performance metrics and expectations.
    • Demonstrated experience and ability to:
      • Lead, develop, and leverage the talents of managers and staff.
      • Lead a large organization operating in locations throughout the state.
      • Advance diversity, equity, and inclusion efforts.
      • Lead, develop, and support a large customer/public service organization.
      • Partner and collaborate at the management or executive level.
      • Develop and implement holistic, creative, and strategic ideas and initiatives.
Experience can be gained concurrently.
Up to four (4) years of relevant education may substitute year for year for experience.
(Associates degree = 2 years Bachelor’s degree = 4 years)

What may help set you apart (Preferred):
  • Experience working with state government budget and policy.
  • Experience interpreting and applying government laws, rules, and policies.
  • Experience working with state legislative and rulemaking processes.
  • Bachelor's degree or higher in public or business administration, organizational leadership, law, or closely related field.
