Job Summary

This is skilled work in operating heavy equipment and serving as crew leader on paving, grading, and maintenance or right-of-way crew in the department. Employee plans and supervises work projects while also operating heavy equipment and performing quality finish work on the projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Duties include but are not limited to:

  • Operating a backhoe, bulldozer, front-end loader, gradall, or other heavy equipment to perform preparation and setting up work for construction, grading, or paving project
  • Operating motor grader, paving machine, chip spreader, distributor, rollers, and other equipment in patching or paving roads
  • Driving low boy truck by loading and securing equipment on trailer and driving truck safely to job site; obtaining escorts and permits as needed
  • Operating welding truck, tandem dump truck, backhoe, gradall, track hoe, and front-end loader to install drainage pipes
  • Obtaining right-of-way clearance, measuring and staking right-of-way; grading roads; and installing or retaining existing erosion controls
  • Installing culverts, silt fences, guardrails, headwalls and footing; pouring concrete
  • Coordinating with utility companies to locate and mark utilities in work site
  • Performing cutting, welding, and fabricating work on equipment and trucks; repairing tools and equipment; repairing and replacing bridges; and performing some carpentry work
  • Driving a tandem axle dump truck in hauling asphalt, sand, dirt, gravel, and other materials to the job site
  • Assisting in determining appropriate asphalt amounts and ordering from the asphalt plant
  • Assisting in reviewing and prioritizing work orders; assigning approved work orders to crew
  • Assisting in assigning work to equipment operators and laborers; assisting in supervising work in progress and upon completion to ensure that completed work complies with job specifications, established procedures, and regulations
  • Assisting in setting up traffic control signs and cones; issuing oral instructions to the crew at work site to ensure that safety measures are implemented prior to the start of a project
  • Operating a transit and other survey equipment in checking the surface grade of the site
  • Inspecting work site, estimate amount and type of materials, tools, supplies, and equipment needed at the job site
  • Performing emergency call-back duty
  • Performing lower classification job duties as needed
  • Performing other duties as assigned

QUALIFICATION REQUIREMENTS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE:

  • High school diploma or GED, supplemented by college-level or vocational course work in a related field
    • Preferred – Associate’s degree or higher from an accredited college or university with major field of study in a related discipline
  • Ten years professional related work experience
    • Preferred – operation of heavy equipment, public works/road construction
  • An equivalent combination of education and experience may be considered

ELIGIBILITY REQUIREMENTS:

  • Must be 18 years of age or older

CERTIFICATES, LICENSES, REGISTRATIONS:

  • Possess and maintain a valid Georgia Driver's License (Class C) and a satisfactory motor vehicle record (MVR)
  • Possess and maintain a valid Georgia Driver's License (Class A)
  • National Safety Council Flagging certified, or certification within six months of employment

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of or ability to learn county and department operations, ordinances, policies, procedures, terminology, and materials as they relate to assignment
  • Knowledge of or ability to learn applicable state, federal, state, and local codes and ordinances, laws, rules, and regulations as they relate to assignment
  • Knowledge of building, road, bridge, guard rail maintenance and/or construction principles, techniques, guidelines, practices, and equipment as related to assignment; electrical, plumbing, carpentry, small engine, diesel engine, sign fabrication, sign preparation, solid waste and recycling, industrial cleaning, hazardous waste screening, grading, construction, and/or paving
  • Knowledge of business English, spelling, and grammar
  • Knowledge of basic business mathematics: addition, subtraction, multiplication, and division Knowledge of Douglas County roadway system and geography
  • Knowledge of occupational hazards and safety precautions necessary for the safe operation of equipment, tools, machinery, and vehicles as required by assignment
  • Knowledge of the operation, maintenance, and repair of all department equipment, tools, machinery, and vehicles as required by assignment
  • Knowledge of specialized software, machinery, materials, terminology, and/or forms essential to the assignment
  • Knowledge of materials requirements used in department functionality and projects
  • Skill in creating, maintaining, and organizing accurate, detailed, and complete records in accordance with standard record-keeping procedures
  • Skill in effective inter-personal and public relations and customer service; excellent oral and written communication skills to satisfactorily resolve conflicts and issues, and to explain established policies and procedures to employees and the general public
  • Skill in estimating and determining material and project costs
  • Skill in handling and operating all assigned equipment, tools, and/or vehicles in a safe and proficient manner
  • Skill in instructing, leading, and supervising employees and/or work crews
  • Skill in performing tasks which require attention to detail, and completing assigned jobs efficiently and correctly
  • Skill in planning, prioritizing, and organizing work; ability to handle multiple work assignments efficiently, accurately, and professionally; skill in planning, prioritizing, organizing, reviewing, and evaluating the work of others
  • Skill in the use of personal computers, MS Office Suite, databases, spreadsheets, and word processing
  • Ability to apply common sense to understand, follow, and complete verbal and written instructions
  • Ability to communicate and interact clearly and effectively with all those contacted in the course of work in a professional and courteous manner, both orally and in writing; establishing and maintaining effective, professional, and cordial working relationships
  • Ability to explain established policies and procedures to employees and the general public
  • Ability to make sound, independent decisions within policy guidelines by exercising good judgment and intelligent situation-assessment
  • Ability to provide instruction and direction; effective leadership skills; ability to train, supervise, and motivate staff
  • Ability to read and comprehend a variety of documents, memos, instructions, correspondence, policies, blueprints, et cetera
  • Ability to compile information to create clear and concise reports, records, correspondence, and other written material
  • Ability to resolve routine and non-routine problems and complaints by applying or adapting established policies and procedures
  • Ability and willingness to meet physical requirements and perform heavy manual labor (including lifting and carrying heavy objects) indoors or outdoors, while working in and adjacent to the roadway for extended periods of time
  • Ability and willingness to work with and assist other laborers to complete assigned project
  • Ability to work in a team setting
  • Ability to work under stress and during emergency situations
