The Position

This non-represented, non-exempt working supervisory position reports to the Public Works Director and supervises personnel assigned to the utility crews engaged in the construction, operation, repair, maintenance, and replacement of City water, wastewater, storm water, and sanitary systems. Position also performs semi-skilled and skilled maintenance work, and operates a variety of equipment.

The Ideal Candidate

The ideal candidate will have expectations of the following knowledge, skills and abilities:

  • Thorough knowledge of equipment, facilities, materials, methods and procedures used in maintenance, construction and repair activities.
  • Working knowledge of fiscal management, expenditure control and recordkeeping.
  • Working knowledge of management and supervisory practices and principles.
  • Skill to effectively supervise and motivate staff to meet the City mission and department goals.
  • Skills in computer operation and proficiency with word processing; spreadsheets, databases, electronic communications, and other Microsoft applications. Ability to utilize computer for record keeping, reports, and operation of maintenance programs.
  • Skill in preparing and presenting staff and compliance reports.
  • Ability to understand and follow written and oral instructions.
  • Ability to organize and supervise the activities of crews performing maintenance work.
  • Ability to work as a team leader and to cultivate a team climate, manage, direct, motivate and evaluate the work of division staff.
  • Ability to communicate effectively both orally and in writing with the public, members of outside agencies, and employees.
  • Ability to establish and maintain positive and cooperative effective working relationships with staff, public officials, outside agencies and the general public.
  • Ability to operate and maintain various equipment used in infrastructure maintenance.
  • Ability to perform heavy manual tasks for extended periods of time.
  • Ability to work safely and to wear task appropriate personal protective equipment.

Other Responsibilities include:

  • Plans and schedules maintenance, operations and construction activities designed to provide quality parks, open space, natural areas and trails to the City as well as repair and maintenance of all City facilities. Oversees maintenance work performed to determine acceptability and conformance to standards.
  • Advises the Public Works Director and other City officials in matters relating to departmental activities; provides information to various civic, school, and public groups and individuals regarding the City’s utility system and other maintenance problems and services.
  • Provides recommendations regarding equipment purchases and requisition of supplies and materials needed for effective division operations.
  • Participates in hiring and promotion decisions and provides input for the departmental budget.
  • Provides crew supervision: scheduling work, training, motivating, evaluating and disciplining employees performing divisional duties.
  • Directs and/or performs required labor involved in construction and maintenance projects as part of a crew, in the maintenance, repair, and construction of the water, wastewater, storm water and sanitary systems.
  • Operates a variety of power construction and maintenance equipment and trucks of various sizes and weights in the loading, hauling and unloading of various equipment, gravel and sand.
  • Performs all duties in conformance with appropriate safety and security standards, and oversees the safety of assigned maintenance workers and equipment operators by instructing individuals in proper safety procedures and monitoring work in progress.
  • Maintains a variety of records relating to inspections, and maintenance activities.
  • Responds to complaints regarding street hazards and facility problems; evaluates situations, makes corrections, and explains findings to the Public Works Director.
  • Contacts residents and business owners in areas affected by maintenance activities.
  • Determines the locations of gas, power, communication, water, storm and wastewater lines from the appropriate sources (call for locates, 811) prior to excavation.
  • Performs routine inspection and preventive maintenance on assigned equipment, directs needed repairs, or reports them to the Director.

Education & Experience

Graduation from high school or GED equivalent. Two (2) years of post-secondary education in Engineering, Construction, Business or Public Administration, or a related field. Bilingual in English and Spanish is a plus.

Two (2) years of supervisory experience in a municipal government setting. Preference will be given for experience in a municipal government setting; consideration will also be given for serving in a lead-worker capacity.

Five (5) years of experience relating to the construction, repair and maintenance of municipal infrastructure, including water service and wastewater, storm water and sanitary systems for the City including the operation of related maintenance equipment.

A capable leader with tested and proven supervisory skills is needed, and any satisfactory combination of experience and training which demonstrates that ability with the knowledge, and skills, necessary to perform the essential job duties will be considered.

Requirements

Possession of, or the ability to obtain a valid state driver’s license with a clean driving record by time of hire. Class B CDL with a tanker endorsement or the ability to obtain one within sixty (60) days of hire is required; Class A preferred.

Completion of Public Agency Work Zone Traffic Control training, receipt of a Flagger Certification card and First Aid/CPR Certification.

While professional certification at time of hire is required, acceptable options are listed below:

National Park & Recreation Association as a Certified Park & Recreation Professional; Facilities Maintenance Certification equal to that of Building Owners and Managers Institute (BOMI); Certification as Water Distribution System Operator or Wastewater Collections System Operator – City currently at Level 2.

Must successfully pass a background check and have the ability to obtain City security (CJIS) clearance for unescorted access to certain City facilities.

After (regular) hours work often required as this position is considered “First Response” essential personnel which is required to report to work for scheduled shifts, as well as any overtime or extra hours required. Participation in the Public Works on-call system if necessary.
