Actively supports and upholds the City's stated mission and values. Under general direction of the immediate supervisor employees of this class are expected to coordinate day-to day operations of the Sustainability Division, coordinate initiatives to advance climate action, waste reduction, social equity, local food systems, communication, resilience, and stakeholder engagement to achieve the City’s overarching climate and sustainability commitments. 

ADMINISTRATIVE DUTIES

  • Supervisory: This job may have responsibility for supervision at the program level depending on assignment (makes recommendations for hiring, directing, scheduling, transferring, promoting, rewarding, disciplining, and terminating other employees). 
  • Budgetary: This job has partial responsibility for budgeting at the program level (prepares, implements, and manages). 
  • Strategic Planning: This job has partial responsibility for strategic planning at the program level (assists with developing, implementing, and managing long and short-term goals). 
  • Policies/Procedures: This job has partial responsibility for policies and procedures at the program level (assists with developing, implementing, and interpreting). 
  • Compliance: This job follows and ensures compliance with Federal, State, and Local laws and regulations, and City policies and procedures. 
  • Council Communications: This job has partial responsibility for Council communication at the program level (assists with making recommendations and presentations, writing staff summaries, ensuring Performance Measures are met, and balancing needs with Council’s adopted priorities and direction). 
  • Reporting: This job has partial responsibility for reporting to Federal/State/Local agencies at the program level (gathers information, completes reports, and addresses discrepancies in reporting). 

EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY)

  • Provides excellent customer service to both internal and external customers. 
  • Assists with formulating and monitoring budgets for assigned areas of responsibility.
  • Prioritizes day-to-day activities in order to reach the goals and objectives of the Division.
  • Makes recommendations to supervisor regarding operational procedures.
  • Follows Federal, State, and Local laws and regulations and City policies and procedures.
  • Assists the Sustainability Director with the development of innovative programs that promote program goals. 
  • Researches and coordinates recommendations set forth by the Sustainability Commission. 
  • Monitors and tracks education and outreach efforts for participation, cost, and effectiveness. 
  • Researches and applies for state, federal, and private funding opportunities that support the Sustainability Section’s mission. Reports on grant updates as required. 
  • Coordinates with partners and other City staff to implement strategies and actions associated with Division goals. 
  • Provides support to the Sustainability Director, Climate Program Manager, and ongoing interdepartmental sustainability efforts. 
  • Represents the Sustainability Division at local and national meetings, seminars, and conferences. 
  • Works with local media outlets to promote programmatic goals. 
  • Conducts education and outreach to raise awareness about Sustainability Division initiatives.
  • Analyzes best practices to reduce greenhouse emissions; conducts a technological analysis of organization and community emissions; scenario planning and determines best practices for municipal organization and the Flagstaff community; conducts fiscal, environmental, and community impact analysis. 
  • Monitors and tracks community sustainability efforts, measures progress, and reports on that progress. 
  • Establishes and implements interdepartmental projects related to energy management, carbon reduction strategies, waste diversion strategies, education, reporting, innovation, and collaboration. 
  • Coordinates intergovernmental agreements and service contracts pertaining to community sustainability.
  • Collaborates with internal partners to promote municipal sustainability efforts at municipal facilities. 
  • Other duties as assigned. 

RESILIENCE HUB SPECIALIST

  • Coordinates the strategic implementation and monitoring of the Flagstaff Regional Resilience Project (FRRP).
  • Leads initiatives to support community resilience, preparedness, and equity efforts to improve outcomes for underserved residents. 
  • Fosters partnerships with FRRP project partners, stakeholders, and the public to ensure community needs are understood and prioritized.
  • Empowers community oversight and ownership of Hub operations including support to the community to identify needs, priorities, and goals.
  • Conducts resilience training workshops with community members and community organizations. Develops communication materials to convey the findings of the trainings.
  • Provides professional, technical or administrative guidance to FRRP project partners. 
  • Provides technical expertise on climate and resilience planning and vulnerability management to City staff, FRRP partners, subrecipients, and other community stakeholders.
  • Prepares studies, reports and other technical resilience documentation for the FRRP.
  • Assists with workforce development and market transformation by working with community leaders and regional partners to produce continuing education and training opportunities.
  • Assists with the planning, development and financing strategy for resilience hub initiatives, to maintain the sustainability of the project. 
  • Keeps current and accurate analysis of community resilience data and key performance indicators (KPIs) ranging from climate changes, community risks and vulnerabilities, community inequities, and community assets and capabilities. Monitors improvements and make recommendations to adjust programming as needed to meet resilience goals.
  • Prepares reports to the Environmental Protection Agency (EPA) on FRRP performance, grant progress, and financial activities. Attends monthly meetings with the EPA to ensure compliance with all grant requirements.
  • Ensures completion of the FRRP grant obligations and objectives through support of the FRRP sub-awardees (Sunnyside Neighborhood Association, Southside Community Association, and C.A.T.S of Flagstaff). Monitor sub-awardee activities, performance, compliance, budget and operations. Work with the sub-awardees to ensure regular reporting requirements are completed. Process reimbursement requests from the sub-awardees.
  • Meets on a bi-weekly basis with the resilience coordinators for the Southside resilience hub, the Sunnyside resilience hub, and the C.A.T.s mobile resilience hub. Meet together with all three community-based resilience coordinators on a monthly basis to build a supportive network among resilience hubs, share lessons learned, and work on collaborative projects.
  • Works with the City of Flagstaff Grants team to ensure compliance with grant requirements.
  • Convenes the resilience hub advisory group on a quarterly basis. Facilitates quarterly meetings to build connections among community leaders and resilience-builders, identify priorities, and ensure smooth hub operations.
  • Increases community awareness and connections to the FRRP through relationship building and regular communication with community stakeholders, local commissions, non-profit organizations, local government agencies, businesses, and the general public.
  • Activities will require utilizing computer hardware and software to track resilience and adaptation activities, specifically key performance indicators, progress, and outreach activities; requires the use of the Microsoft Office Suite, visualization tools, and social media.

MINIMUM REQUIREMENTS

  • Bachelor’s Degree in Environmental Science, Public Relations or Administration, or related field.
  • Two years of project coordination experience in resource conservation and/or sustainability practices or related field.
  • Or any combination of education, experience, and training equivalent to the above Minimum Requirements. 

DESIRED EXPERIENCE AND TRAINING

  • Ability to utilize design principles to create attractive promotional materials, internal reports and/or communication materials. 
  • Experience marketing behavior change initiatives, building relationships with stakeholders, or collaborating across organizations or with partners. 
  • Knowledgeable of successful social marketing techniques and experience managing social media accounts.
  • Experience working with and building trust within diverse communities.
  • Experience with federal grants, other forms of federal funding, or federal reporting.
  • One year of supervisory experience, project coordination, budget management, or community organizing experience.

OTHER REQUIREMENTS

  • Must possess, or obtain upon employment, a valid Arizona driver’s license. 
  • Regular attendance is an essential function of this job to ensure continuity.
  • Night and weekend work as required for events and meetings.

  • Ability to manage multiple projects simultaneously.
