Community Learning Center Program Director

Job Description

The City of Newport seeks a Program Director for the development and management of a Community Learning Center (CLC) at the Florence Gray Center in Newport. This is a grant funded position.

The project involves the renovation of the Florence Gray Center, which will result in a more functional facility that will house partner organizations that offer: workforce development, education and health monitoring programs and services for the benefit of Newport and Middletown residents. The State of Rhode Island is granting $2.9 million to fund this renovation.

The CLC Program Director will report directly to the Boys & Girls Clubs of Newport County while also having reporting responsibilities to the City of Newport and Newport Housing Authority (NHA) - property owner. The City is the ultimate decision maker for the CLC project. The position will also interact with the Owner’s Rep and capital project team. The CLC Project Director will:

· Support the City and partners in meeting requirements of U.S. Treasury and the State of Rhode Island for CLC grant.

· Prepare and submit all reports related to programming per the grant requirements.

· Meet regularly and as needed with owner’s representative, City of Newport, NHA, BGCNC, and construction manager during project construction and post-construction.

· Secure additional funding if needed as determined by the City, NHA or BGCNC.

· Oversee and assume responsibility for the work deliverables of the Community Liaison, including creating and conducting community engagement and public participation to collect data and evidence supporting the project and programs in the three focus areas as required by CLC grant (Work, Education and Health Monitoring - as described in Appendix V attached).

· Develop MOUs for program partners to meet CLC grant deliverables.

· Coordinate partner facility requests with Capital team to best meet program deliverables.

· Facilitate ongoing dialogue with community members, government officials, nonprofit organizations, agencies, and businesses, incorporating perspectives of others and recognizing opportunities for creative alliances; develop new relationships with Newport businesses and community leaders

Experience required:

· Marketing

· Nonprofit or government work

· Past success in managing community projects; experience exercising

collaborative decision-making

· Bilingual candidate with intercultural background

· Ability to manage conflict

· Strong consensus builder

· Personality to work with multiple stakeholders and community members

· Excellent communication and interpersonal skills, including active listening skills and public speaking (with ability to be the face of the initiative)

· Ability to build rapport, trust, and influence with diverse city residents as well as

organizational leaders

· Demonstrated ability to work in a diverse environment and interact with people with

different backgrounds: youth and adults, racial/ ethnic minorities, public officials, etc.

· Ability to work with public, nonprofit, business and community representatives

· Self-disciplined, well-organized and able to follow through

· Ability to identify and initiate opportunities for system change

· Proficient technology and social media skills

· Experience with program evaluation

· Experience in nonprofit sector, budgeting, and personnel

· Knowledge of collaboration and collective impact

· Proven ability to work with major funders

· Strong work ethic. Occasional nights and weekends maybe required

· Ability to operate a ‘start up’ and transition into a sustainability and growth phase

· Knowledge of local community

· Proven ability to leverage resources from all stakeholders

· Bachelor’s Degree and direct relevant experience required; Master’s Degree preferred
