TITLE: Assistant Controller

REPORTABILITY: Treasurer

DIRECT REPORTS: Accounts Payable Supervisor, Accounts Receivable Supervisor, Senior Accountant

SALARY RANGE:$120,000 to $140,000 per year

SUMMARY:
Assists the Treasurer in managing and monitoring the following programs and processes for California Farm Bureau Federation (CFBF) and its affiliate companies: annual audited financial statements, annual insurance policy renewals, investment portfolios, 401k and 457b retirement plans, nonprofit and for-profit state and federal tax returns, annual budgets, financial and cash-flow projections, board and committee financial presentations, fleet vehicle program. Oversees the organization's accounting functions and the production of periodic financial reports. Ensures coverage for critical accounting processes and services. Maintains a system of accounting records and internal controls that adequately mitigates the risk of fraud and financial statement errors. Ensures reported financial results comply with generally accepted accounting principles (GAAP).

ESSENTIAL DUTIES:
Assist the Treasurer in reviewing, finalizing, and distributing the annual audited financial statements for CFBF, California Foundation for Agriculture in the Classroom, and the CFBF 401k MEP Retirement Plan. Includes review of all backup documentation, sub-ledgers, and schedules that support the amounts and narratives in the footnotes.

Assist the Treasurer and HR Director in renewing and administering the D&O, auto, commercial property & liability, cyber, AD&D, and errors & omissions insurance policies for CFBF and its affiliates, including the D&O and employment practices policies for county Farm Bureaus.

Assist the Treasurer and work with the Senior Accountant and CFBF’s outside professional tax preparers in planning the preparation, review, and filing of CFBF and its affiliates' nonprofit, for-profit, political action committee (PAC) and partnership state and federal tax returns.

Assist the Treasurer in the oversight, strategy, and monitoring of CFBF's and its affiliates’ investment portfolios. Includes working with outside investment consultants to assess organizational risk, create investment policies, determine asset allocation, select funds, and managers, and evaluate performance.

Assist the Treasurer in the preparation, review and ongoing monitoring of the annual budget for CFBF and its affiliates, including expense and revenue projections and detailed variance analyses.

Assist the Treasurer in creating, maintaining, and recalibrating the two-year monthly and five-year proforma financial statement and cash-flows to meet the cash needs of ongoing operations and to provide to the investment consultants with information to optimize the structure of the investment portfolios.

Assist the Treasurer in the preparation of financial presentations and materials for CFBF and its affiliates’ Board meetings, Executive and Finance Committee meetings, and for the annual convention of the House of Delegates.

Assist the Treasurer in administering the company's fleet vehicle program, including purchasing or leasing new vehicles, disposition of retired vehicles, approval of fleet drivers’ expense reports, and fleet repairs.

Oversee the operations of the Financial Services Department and work with the Accounts Payable Supervisor and Accounts Receivable Supervisor to maintain an organizational structure adequate for achieving the department’s goals and objectives.

Oversight and working knowledge of all accounting functions and procedures in the Financial Services Department, including accounts payable, accounts receivable, payroll, membership billing and collection, investment accounting, fixed assets, financial reporting, and tax reporting (income, property, and sales) for CFBF and its affiliated companies.

Backup for Accounts Payable Supervisor and Accounts Receivable Supervisor.

Oversee and coordinate the annual audits of CFBF and its affiliated companies.

Oversee and coordinate the month-end close processes for FarmPAC, including production of month-end financial reports.

Become proficient with the company's accounting, financial reporting, and membership management systems.

Work with your direct reports to cross-train accounting staff to ensure adequate coverage for all critical processes relating to accounting, reporting, and compliance functions. Serve as a backup to the Accounting Supervisors as needed for essential financial reporting functions such as generating financial statements and reviewing and approving journal entries during month-end close.

Work with the Accounts Payable Supervisor and Accounts Receivable Supervisor to develop and maintain an adequate system of accounting records and a comprehensive set of internal controls to enhance the accuracy of the company’s financial reporting and to mitigate against fraud and financial reporting misstatement.

Stay abreast of current accounting standards and pronouncements that apply to CFBF and its affiliate companies to ensure that the financial statements comply with generally accepted accounting principles (GAAP).

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Experience in managing an accounting department and the general accounting functions of accounts payable, accounts receivable, payroll, fixed assets, and financial reporting.
  • Knowledge of Generally Accepted Accounting Principles and experience preparing and reviewing audited financial statements and related footnotes and disclosures for corporations and nonprofit companies.
  • Knowledge of and ability to prepare or review the state and federal income tax, sales tax, and property tax returns.
  • Experience preparing financial presentations, pro forma financial statements, and cash flow projections.
  • Hands-on experience creating multi-divisional budgets, monitoring results, and preparing detailed variance analyses.
  • General knowledge of the investment process, asset allocation, diversification, and nonprofit investment accounting.
  • Experience administering deferred compensation plans and related ERISA regulations and corporate insurance programs and requirements.
  • Ability to communicate effectively, in written and verbal forms, and in large group formats.
  • Effective at working cooperatively with people at all levels of the organization, Farm Bureau members, and persons outside the organization.

EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in accounting or related degree with an emphasis in accounting
  • Current CPA certificate
  • Minimum of 7 years of progressively responsible management experience in the accounting field
