THE OPPORTUNITY

UMHS is actively recruiting an experienced Director of Finance to join our senior leadership team in Hermiston, Oregon. The new Director of Finance will be part of a growing leadership team of colleagues who are recognized leaders in children’s education, community and human services, and facility management. The new Director of Finance will be joining at an exciting time as the organization is moving into a new 5 Year Strategic Plan with goals to increase and expand high quality service areas to growing communities.

JOB DESCRIPTION

Job Title: Director of Finance

Supervised by: Executive Director

Supervises: Team of 4 Fiscal Staff

Salary Range: $96,974 to $131,288*

Classification: Exempt

Terms of Employment: Regular, Full Time

Location/Main Site: Hermiston, OR

  • Salary is commensurate with education and experience

Job Goal:

To lead and manage UMHS’ financial department in accordance with federal and state regulations, effectively oversee and direct financial reporting and strategies for supporting annual budgeting process; direct supervision and management of finance staff and provide fiscal integrity through the implementation of sound internal controls. Lead and train a fiscal team and demonstrate hands on leadership; provide significant contributions to the Senior Leadership Team and support to the Executive Director and Board of Directors. Analyze, develop, and make sound financial recommendations and explanations to Executive Director and Governance, monitoring entities, and the public alike.

Essential Duties and Responsibilities:

  • Lead and oversee entire financial operations, planning, and reporting
  • Set financial goals and controls for meeting fiscal health and financial strength
  • Review, revise, and ensure current and best practices in financial policies and procedures are conducted across the organization
  • Responsible for ensuring that all financial reports, budgeting, tracking, and all procurement, payroll, and accounting transactions are done properly and in accordance with Federal and State regulations
  • Meeting funder deadlines and protocols for budget application submissions and financial requirements
  • Be aware of agency's current financial situation and report such to the Executive Director
  • Lead and manage weekly finance staff meetings and meet with direct reports
  • Ensure financial team and grant accounting reports as well as budget expenditures and funds available are provided to program directors and managers weekly and monthly
  • Responsible for filing all required monthly and quarterly financial reports with appropriate funders and government agencies
  • Coordinate and lead the annual audit process
  • Be the primary contact with external auditors, ensuring the Executive Director and Finance Committee is duly informed and advising the finance committee/Board of directors and Senior Staff; assess any changes necessary
  • Responsible for ensuring audits are performed as required
  • Take primary responsibility for effective communications and in answering questions raised during audits
  • Staff and manage the Board of Directors’ Finance Committee and work closely with the Board Treasurer in drafting committee agenda and reports to all governing bodies; coordinate with the Executive Director on the agenda and goals for supporting the Finance Committee
  • Responsible for ensuring that all reports and records are accurate and are timely
  • Responsible for ensuring that payroll, payroll taxes, and payroll tax reports are done accurately and timely
  • Responsible for ensuring that the accounts payable and accounts receivable are entered into the computer accurately
  • Responsible for preparing financial statements, and identifying sources and uses of funds (Monthly Financial Reports)
  • Oversee and lead annual preparation of agency budgets in conjunction with the Executive Director and Senior Leadership Team including lead facilitation of agency wide budget community
  • Assist in preparation of agency budgets prior to submission of individual program grant applications including budget analysis and budget narrative and navigation and submittal through designated grant software and databases
  • Responsible for ensuring bank accounts are secure, review and reconcile statements are reconciled monthly and calculate the interest allocation for the main checking account
  • Analyzes financial information for the purpose of providing direction and support, making recommendations, maximizing use of funds, and/or ensuring overall operations are within budget
  • Review contracts and provide high level fiscal analyses of potential financial obligations and opportunities, ensuring contract language and invoicing procedures align with agency policy
  • Develop, in accordance with requested practice, monthly financial statements, budget snapshots, expenditure summaries, and prepare materials for facilitation review at the Finance Committee, Board, and Policy Council meetings
  • Provide information, insight, and guidance with respect to financial matters to the Executive Director and Senior Leadership Team
  • Lead, supervise, train, and mentor the Finance Department Staff
  • Complete performance evaluations of direct reports annually
  • Other duties as assigned

Education Requirements:

  • Bachelor’s degree in finance or related field

Preferred Education:

  • Master’s in business administration, finance or related field

Experience and Skills Requirements:

  • Minimum of 10 years’ experience in managing and leading finance programs and teams, with increasing responsibility for fiscal management
  • Leadership role with 5 to 7 years' experience required
  • Extensive knowledge of financial management principles, concepts, theories, and techniques and working in a federally funded and regulated environment
  • Skilled in managing and overseeing all areas of a finance department including accounting, budgeting, financial statements, audits, and other financial reporting
  • Experience in nonprofit financial management including identifying and interpreting and applying fiscal policies, fulfilling grant fiduciary requirements, meeting and adhering to funding technical directives, state or federal standards and regulations, program auditing and implementing compliance processes/procedures
  • Direct knowledge and experience with federal and state financial grants management
  • Ability to present and explain accounting practices, procedures, and protocols, as well as monthly and regular financial reports to Board of Directors
  • Familiarity with government fiscal administration requirements and Head Start experience a plus!
  • Strong skills in data and fiduciary analysis and budget forecasting
  • Thorough understanding of all financial documents including balance sheets, income statements, cash flow reports, 990s, Audited Financial Statements
  • Knowledge of managing facility and capital assets
  • Strong interpersonal and communication skills as well as presentation to governing boards

Physical Requirements:

The physical demands and work environment described below are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is required to:

  • Sit for long periods of time with daily use of computer screen;
  • Do tasks involving repetitive arm and hand movements, such as heavy word processing/keyboarding, using various office tools to collate, punch, cut, or stamp paper and other repetitive or high volume tasks such as bulk mailings, filing projects, etc.;
  • Occasional filing is required. This would require the ability to lift files, open filing cabinets and bending as necessary;
  • Occasionally required to stand, walk and reach with hands and arms;
  • Occasionally lift and/or move up to 50 pounds
