POSITION SUMMARY

Emergency Management Director prepares plans and procedures for responding to natural disasters or other emergencies. They also help lead the response during and after emergencies and work within the Tribal Council directives for climate adaptation and Tribal resiliency (food sovereignty, infrastructure to include power, water & fuel). The Emergency Services Director provides support across various departments to meet the priorities of the Burns Paiute Tribe Emergency Services & Resiliency Plan as well as the overall Tribal Strategic Plan.

DUTIES and RESPONSIBILITIES

  • Develop and implement training programs to educate the public, emergency responders, government officials, and businesses on emergency preparedness.
  • Identify and assess risks for potential emergencies and disasters, and develop plans to mitigate those risks.
  • Manage emergency communication systems and disseminate critical information to the media, public, and emergency responders.
  • Develop, maintain and implement emergency plans and procedures to protect people and property from natural and man-made disasters.
  • Coordinate with local and state agencies, provide training for staff, and ensure that emergency equipment and supplies are available.
  • Oversee emergency response teams, plan evacuation procedures, search and rescue operations, and provision of relief efforts.
  • Collaborate with other emergency departments, such as the police and fire department, to ensure they all have coordinated disaster management plans.
  • Oversees wildfire suppression and prevention, emergency medical services, community education and engagement, emergency preparedness activities, emergency planning and coordination with Tribal Planner and other departments, and volunteer programs.
  • Coordinates other emergency services agencies, City, County, State & Federal agencies and is acting Chief for Tribal Fire Services until one is appointed.
  • Manages all grants in the department.
  • Oversees duties performed by PHEP Coordinator, Tribal Resiliency Coordinator, Transit Coordinator, Administrative Assistant and Resiliency Interns.
  • Coordinates with outside Emergency Services agencies to include Law Enforcement, Fire, 911 and EMS.
  • Sits on several boards including 911 Committee, Harney County LEPC, Grant/Harney Fire Board for CWPP

Minimum Qualifications:

  • Five years of experience working in the Emergency Management field with Project Scoping, Planning and Management
  • National or State EM Qualifications (NQS) in at least one field.
  • Develop and implement emergency plans and procedures to protect people and property from natural and man-made disasters.
  • Coordinate with local and state agencies, provide training for staff, and ensure that emergency equipment and supplies are available.
  • Oversee emergency response teams, plan evacuation procedures, search and rescue operations, and provision of relief efforts.
  • Collaborate with other emergency departments, such as the police and fire department, to ensure they all have coordinated disaster management plans.
  • Ability to clearly communicate, expressing requirements and expectations to a wide range of individuals.
  • Five years of administrative experience including records management, budget management and administration of federal grants & contracts.
  • Excellent oral and written communication skills.
  • Strong attention to detail in evaluating the completion of various phases of a project
  • Analytical skills to monitor progress of an undertaking and identify areas needing adjustment or improvement
  • Critical thinking and problem-solving skills essential
  • Willingness to manage multiple tasks at once and adhere to guidelines, budgets, and deadlines
  • Basic computer skills, especially email, spreadsheets, and presentation creation software including PowerPoint, Adobe Acrobat, MS Project and Canva.
  • Cooperative and communicative attitude with executive staff, managers, and employees
  • Valid Oregon State Driver’s License, dependable vehicle and valid insurance
  • Maintain First Aid/CPR/AED certification

Indian preference will be given to candidates showing proof of enrollment in a federally recognized tribe. Successful Candidate must:

Must submit to and pass a drug test.
Must submit criminal background check
Must possess a valid driver’s license
Must provide three (3) years of driving record to determine eligibility for coverage under Tribal automobile insurance policy.
