Caprock Home Health Services is Hiring an Administrator Near Amarillo, TX

General Summary:

An Administrator or the Administrators properly qualified designated alternate must be available in person or by telephone during the agency’s operation hours.

With direction and assistance from the Governing Body and Corporate management personnel, The Administrator:

  • Manages, plans, directs and coordinates the daily operations of the Provider Office,
  • Manages, organizes and directs the agency’s on-going functions, including but not limited to public information, acceptance of clients and provision of services, quality management and QAPI activities, accurate and timely documentation of services provided, billing activities, from proper certification or authorization through collection, EVV and other activities which document billable time to patients as well as payroll information, policy implementation, complaint resolution and client/patient satisfaction.
  • Administratively supervises the provision of quality care to agency clients, including but not limited to periodic review of client records, full review and participation in investigation of all complaints, direction and oversight of ongoing evaluation of all programs, direction and supervision of Quality Assurance and Performance Improvement, (QAPI) activities for the provider office, with meetings no less than semi-annually, including the entire scope of operations
  • Supervises to ensure implementation and ongoing compliance with agency policy and procedures.
  • Provides direct supervision and evaluation for the Supervising RN, the Program Director, The Licensed and Certified Intake Coordinator, and the Receptionist, as well as any other position that is not clearly assigned to a different job description for direct supervision.
  • Ensures that documentation of services provided is accurate and timely.
  • Employs or contracts with qualified personnel and ensures adequate staff education and evaluations according to requirement in the Texas Administrative Code and the policies of CHHS. With limited assistance of corporate management, is primarily responsible for following functions in the provider office: recruitment and selection background and reference checks, gathering and processing documentation at hire and thereafter as required by law, regulation, or CHHS policy recordkeeping, orientation and ongoing training according to the requirements of 97.245(b) of the Texas Administrative Code, and as adequate to provide compliant, efficient, effective quality services to clients and patients, delegation, empowerment, and monitoring of employee performance, oversight of performance, professional standards, and compliance of all departments and employees in the provider office tracking employee time in all programs, and monitoring utilization payroll and benefit processing and recordkeeping, oversight of all time off, including but not limited to sick time, vacation, jury duty, funeral leave, holiday leave, unpaid leave, and FMLA leave, counseling and discipline, annual evaluations assuring compliance of all employment activities with OSHA, HIPAA, FLSA, EEOC, and TWC, termination, and other personnel issues.
  • maintains ongoing liaison among the governing body, the group of professional personnel, and the staff
  • Ensures the accuracy of public information materials and activities, and promotes the company to the local and surrounding communities. ensures a positive image of the agency is being presented in all public and community contacts
  • Implements an effective budgeting and accounting system as directed by the governing body and Corporate leadership.
  • Supervises and evaluates client satisfaction survey reports on all clients served.
  • Maintains knowledge of and assures agency compliance with federal and state laws, regulations, and interpretations relevant to the delivery of home health services under all licensure categories and all contracted programs, including but not limited to Conditions of Participation for Medicare, Conditions for Coverage of Home Health Services, Texas Home and Community Support Services licensure regulations, and guidelines and contract requirements for various federal, state, and private payor sources.
  • The Administrator is directly responsible for profitability and business development in all programs.
  • The Administrator can be called upon to perform other duties as assigned.

Job Skills & Abilities:

Must have outstanding organizational skills. Ability to research, read and interpret laws, regulations and policies. Ability to learn, manage, promote and ensure regulatory compliance of various health programs. Requires a basic understanding of regulatory environments. Requires understanding and ability to apply principals of management. Requires the ability to prioritize, plan and organize tasks and processes based upon agency priorities and requirements. Must have a propensity for problem solving. Must possess strong leadership skills. Ability to read and interpret company financial reports, and manage a budget. Understanding of basic employment laws including but not limited to FLSA, EEOC, FMLA, OSHA and Texas Workforce Commission laws and related regulations. Ability to learn and utilize various management software programs, including but not limited to agency program management software currently in use. Must have good working knowledge of the Internet and Microsoft Office programs including but not limited to Microsoft Word, Outlook, Power Point and Access or Excel.

Qualifications:

General: Must meet the requirements on the administration of an agency as outlined in the Texas Administrative Code at 40 TAC δ97.244(a) . Strong written and oral communication skills in English are required. Good verbal and written communications skills in English. Requires a valid Texas driver’s license. Good driving record; no more than two citations or one accident will be allowed. Clear Criminal Background Record. Self Motivated. Professional Appearance. Ability to communicate in Spanish a plus.

Physical: Physical ability to safely drive to a client’s home. Requires physical strength and manual dexterity sufficient to safely carry out all physical activities required for administration of a home health agency including but not limited to:

  • Ability to sit or stand for long periods of time,
  • Ability to travel without assistance to various locations, such as doctor's offices or a patient's home, and enter and navigate various types of premises, including the ability to navigate stairs and avoid hazards in an uncontrolled environment, such as the patient's home.
  • Ability to see and concentrate well enough to read regulations and educational material from electronic and hard copy sources, and to audit client/patient records,
  • Ability to hear well enough to oversee operations and supervise a staff of personnel, and to maintain good communication with employees, clients or patients, regulatory personnel, and the general public.
  • Mental and physical ability to schedule self and others, to manage time and be at various locations, at set times, be available in the office during working hours, and to meet deadlines and timeframes, and to supervise others in doing the same.
  • Ability to maintain a professional demeanor at all times but particularly in communications with subordinates, colleagues, managers, physicians, clients, referral sources, regulatory personnel, vendors and the general public.
  • Must be able to lift items necessary for organization of the office environment, laptops, file boxes, chairs or light furniture from time to time.

Education, training, & professional credentials:

1. For individuals that began employment with the HHA prior to January 13, 2018 a person who: is a licensed physician; is a registered nurse; or Has training and experience in health service administration and at least 1 year of supervisory administrative experience in home health care or related health care program.

2. For individuals that begin employment with an HHA on or after January 13, 2018, a person who: Is a licensed physician, a registered nurse, or holds an undergraduate degree, and Has experience in health administration, with at least 1 year of supervisory or administrative experience in home health care or a related healthcare program.

3. Must have eight (8) clock hours of educational training in the administration of an agency at designation of the position. Position also requires twenty-four (24) clock hours of training in the administration of an agency before the end of the 12 months after designation to the position, and at least twelve (12) hours for each year thereafter.

Experience: For candidates qualified by professional and secondary education as in #1, above, the position requires at least one year of management or supervisory experience in a health-related setting.

In the case of a person without the specified professional and educational credentials, as in # 2 above, at least two years of management or supervisory experience in a health-related setting is required.

A "health related setting" for purposes of experience under this job description includes a setting such as: a home and community support services agency; hospital; nursing facility; hospice; outpatient rehabilitation center; psychiatric facility; intermediate care facility or related conditions; a licensed health care delivery setting providing services for individuals with functional disabilities.
