Job Description
Job Title: Technical & Quality Assurance Specialist I
FLSA Status: Non-Exempt
Work Group: Housing Contract Administration
Reports to: Compliance and Training Technical Supervisor
GENERAL PURPOSE OF THE JOB: Responsible for program monitoring and compliance reviews for adherence to state and federal rules, regulations, policies and related statutes for various programs administered by HCA. Develops and communicates regulatory interpretations and other policy guidance to program partners and HCA staff to minimize KHC's financial risk. Prepares written monitoring summaries and provides program guidance to recipients that are monitored. Monitors project performance towards reaching goals set by funders.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  • Responds to Technical Assistance (TA) questions assigned by HCA Help Desk and as needed provides TA assistance (to department staff and partner agencies) to ensure exposure to financial risk is minimized.
  • Responsible for conducting compliance monitoring reviews of recipients; prepares necessary follow-up correspondence; reviews agency post-monitoring submissions to ensure resolution of identified areas of non-compliance. Assesses project progress towards reaching HUD/KHC established performance targets. Documents and tracks all compliance reviews and TA activities ensure timely completion and adherence to federal guidelines. Demonstrates capacity to manage a project load independently.
  • Assists with the development of the annual Risk Assessment and Monitoring Plan.
  • Provides feedback to HCA leadership and application review staff on patterns of non-compliance, low performance outcomes, or areas of concern that may require assistance to funded agencies.
  • Maintains information in appropriate software systems as necessary.
  • Responsible for maintaining up-to-date knowledge of program regulations and requirements; reviews and updates monitoring tools as necessary; coordinates interpretation of regulations and standards of practice with HCA staff, ensuring consistency in program administration.
  • Other duties as assigned.
Knowledge, skills and abilities required of the position:
Knowledge of:
  • Federal housing programs, laws and regulations

  • Word processing/spreadsheet applications such as Microsoft Word/Excel

Additional Information: Position requires knowledge of MS Office Suite products. Position requires ability to work effectively with a wide variety of people, including external contacts as well as cross-departmental teams; ability to work in a team and as an individual to gain consensus; ability to multitask; ability to deal effectively with conflict; ability to work well under high pressure situations; ability to plan and present ideas effectively, both verbally and in writing. Position requires strong analytical skills, including problem-solving and attention to detail. Must be able to make sound, reasonable decisions and recommendations, meeting regular tight deadlines, and handle sensitive and confidential information. Must have ability to work under minimal supervision. Must be able to travel to partner agency sites statewide.
Knowledge of federal affordable housing programs, financial accounting procedures and an understanding of housing models, real estate transactions, specialized housing models preferred. Knowledge of real estate, construction and specialized housing terminology helpful.
Education Requirements: This level of knowledge would normally be acquired through completion of a bachelor’s degree program in business administration, finance, management, public administration, social services or related field of study. A minimum of four years’ related experience may be substituted for degree requirements.
Experience Requirements: Position requires one to three years’ experience working in a responsible project management position in a professional office environment and in a position requiring knowledge of affordable housing programs.
