Primary Focus

The GFM Manpower Manager provides support to the two primary directorates of the JOC, the AD-CS Directorate, and the Assistant Director (AD), Healthcare Operations (HCO) Directorate, and ultimately the Director, Defense Health Agency. The DHA JOC is the centerpiece for planning, coordination, and synchronization of daily operations in relation to combat medical support to the military departments and combatant commands, as well as healthcare operations within military treatment facilities (MTF) providing synergy for effective and efficient mission accomplishment in support of the DHA, Joint Staff (JS), Combatant Commands (CCMDs), Services and the Military Health System (MHS) enterprise. All duties and responsibilities performed in accordance with the Mission, Vision and Core Values of Cayuse.

Job Responsibilities

  • Help to identify impacts to the MTFs due to service sourcing solutions.
  • Must be familiar with the former suite of JOPES publications that are now named the Adaptive Planning and Execution (APEX) Overview and Policy framework.
  • The Medical/Manpower analyst must also have extensive experience with all resources and software tools associated with the GFM process.
  • Be able to monitor and track deployments and redeployment operations either planned or unplanned executed by the Combatant Commander.
  • Compile and report personnel accounting and strength by MTF location.
  • Other duties as assigned.

Minimum Job Skills and Qualifications

Minimum Qualifications:

  • Bachelor's Degree
  • 5- 7 years of experience in the Global Force Management (GFM) Processes of assignment, allocation, and apportionment
  • JCRM & JOPES experience, preferred.
  • operational manpower J1; usually fleet and COCOM; Briefing experience is a plus; force deployment.
  • Familiar with Adaptive Planning and Execution (APEX) Overview and Policy framework but not limited to Word, Excel, PowerPoint, Publisher, and other general software applications.
  • Secret Security Clearance
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

  • Strong interpersonal skills with the ability to communicate in a professional, and articulate manner to individuals from diverse backgrounds.

  • Proven ability to multitask and prioritize in a fast past environment with changing priorities; adaptable to change and a quick learner.
  • Must be self-motivated and able to work well independently as well as on a multi-functional team
  • Ability and willingness to learn new tools and technologies and take on new responsibilities as assigned.
  • High proficiency in Microsoft Office; including but not limited to: Word, Excel, PowerPoint, and other general software applications.
