City of Goodyear is Hiring a Deputy Director of Development Services Near Goodyear, AZ

This position is responsible for assisting the Development Services Director in planning, supervising, organizing, and managing the activities of the Development Services Department, including the major functions of development related to planning, engineering, plan review and permitting, building, inspections, community development, and code enforcement. Additionally, this position oversees the activities of the entire development review process to ensure an efficient and customer service-oriented process as well as oversees, plans, directs, and manages the activities of the planning and code compliance divisions.

The ideal candidate will have general knowledge of municipal planning, zoning, plan review, permitting, and inspections, and will have in depth knowledge of continuous improvement/LEAN initiatives. The ideal candidate will be extremely proficient in writing professional reports, making presentations to City Council and Planning Commission and will have prior supervisory and leadership experience, as well as, experience working with the development community, elected officials, boards and commissions, and City management. Experience in the Phoenix metropolitan area, with an understanding of the challenges faced by a fast-growing community, especially with development mix of commercial, industrial, retail, multi-family housing and single family residential is preferred.

This information is intended to be descriptive of the key responsibilities of the position. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned.

  • Organizes, plans, directs, and manages the activities of the planning and code compliance divisions and assigned staff by assigning and monitoring work activities within all functional areas; providing technical assistance and direction to staff; reviewing reports and other documents; developing and interpreting policies, codes and design guidelines; selecting, training, and evaluating staff; setting goals and objectives; and solving internal and external concerns. Will assist the Development Services Director in organizing and planning activities of the entire Development Services Department.
  • Oversees the activities of the development review process by overseeing the submission, review, and approval of private development plans as well as inspection of approved projects. Supervises staff, technical review, and analysis of proposals and the preparation and presentation of staff reports and recommendations to the Planning Commission, and City Council; resolves conflicts and issues; negotiates technical agreements with developers; and ensures compliance with City planning and development policies and design expectations.
  • Serves as an ombudsman for the entire development review process. Oversees the coordination of projects with staff, consultants, other agencies, and developers. Develops and maintains positive relationships with internal customers and all outside service agencies, utilities and other project stakeholders while providing professional project and construction management assistance.
  • Provides direction in concert with the Development Services Director to an efficient and customer service-oriented Development Services process by coordinating development processes and procedures, attending meetings, providing direction to staff on development issues, recommending changes to processes, and resolving problems and concerns with internal and external customers. Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service. Provides coordination and communication on a daily basis with staff and customers.
  • Gathers and reviews technical information and oversees the preparation of Council reports and memos for city leadership and elected officials. Develops recommendations for City ordinances and City code changes. Develops, negotiates and administers contracts related to programs and services managed and maintained in conjunction with the City Attorney's Office.
  • Thinks strategically and plans with vision. Ensures the timely, efficient, and technically sound development of reports, analysis, designs, programs, and other related documents.
  • May act on behalf of the Development Services Director by coordinating department business in the Development Services Director’s absence.
  • Formal Education/Knowledge: Works requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor’s degree or equivalent.
  • Experience: Seven years of responsible experience in planning, organizing and directing a public works or related operation, including four years in an administrative and supervisory capacity.
  • Certifications and Other Requirements: Valid Driver’s License
  • Reading: Work requires the ability to read various correspondence, technical reports and data, memorandums, and letters, policies, laws, guidelines and procedures at a college level. Evaluate technical information and statutes and arrive at valid recommendations based on the data. Comprehend and make inferences from materials written in the English language.
  • Math: Work requires the ability to perform complex math calculations.
  • Writing: Work requires the ability to write complex correspondence, reports, memorandums, and letters, ordinances, policies; and general plan goals and objectives.
  • Managerial: Complex - Work requires managing and monitoring work performance of a division including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department.
  • Budget Responsibility:  Moderate - Has responsibility for final approval of at least one division budget and presents the budget(s) to Senior Management. Is authorized to approve division budgeted expenditures for both staff and resources up to the amount that requires the approval of Senior Management and resources up to the amount that requires the approval of Senior Management.
  • Policy/Decision Making: Significant - The employee normally performs the duty assignments within broad parameters defined by general organizational requirements and accepted practices. End results determine effectiveness of job performance. This position independently decides how objectives are achieved and what resources are needed. Typical positions in this category are upper management to executive level jobs.
  • Technical Skills: Comprehensive Application: Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs, solutions for highly complex issues, and/or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.
  • Interpersonal/Human Relations Skills: High - Interactions at this level typically result in recommendations regarding policy development, changes in policy, and implementation of policies. Interactions at this level are typically concerned with providing communications at higher levels of organizational operations and may utilize activities such as evaluating customer satisfaction, developing cooperative associations, and allocating resources to improve work operations, work quality, overall achievement of organizational goals and objectives, and customer satisfaction.
  1. Become familiar with the entire development continuum.
  1. Aide with the assessment of Department employees’ duties and responsibilities and incorporate suggested improvements into the operation plans.
  1. Review, evaluate and recommend improvements regarding customer satisfaction.
  1. Attend City Council and Planning Commission meetings and build relationships with internal and external stakeholders including elected and appointed officials. 
  1. Actively promote collaboration on multiple levels between Development Services and other City departments, especially Economic Development, Water Services, Engineering, and Legal Services. 
  1. Become a champion of the Development Services Department Continuous Improvement efforts.
    1. Complete assigned Shingo Systems training and Lean 1 2 training.
    2. Attend at least two Rapid Improvement Events. 
    3. Learn the efforts that have taken place during the first three phases of the Intentional Design of Goodyear’s culture. 
  1. Serve as an in-house resource to help stakeholders navigate through the development process track projects as well as provide system data and reports.
  1. Assist the Development Services Director in the creation and implementation of short- and long-term operational plans. Make recommendations and implement improvements to increase employee engagement and streamline our customer-centric development review process.
