SEKON is Hiring a Remote Senior Test Manager - REMOTE

SeKON is looking for a Senior Test Manager to join our talented and innovative team supporting the Defense Health Agency (DHA) and its program offices.

We are looking for a Senior Test Manager to help with overseeing and supporting the testing & evaluation (T&E) platform, including both program management and execution. You will be responsible for T&E strategy development; execution and operations; matrix and cross-program support; outcomes management; and program establishment. As a service manager, you will document and refine the service’s most important procedures and track metrics that assess the efficacy of our testing operations.

This person should drive work independently, accurately prioritize responsibilities, and develop informed recommendations.

RESPONSIBILITIES:

Support PEO DHMS’ strategic objectives by overseeing the design, execution, and enhancement of testing services for PEO DHMS and its programs (DHMSM, JOMIS, EIDS, FEHRM).

  • Help develop and execute PEO DHMS’ testing strategy and roadmap ensuring adoption of leading testing practices as integrated with the evolving strategies for engineering and architecture
  • Support PEO DHMS and its programs (DHMSM, JOMIS, EIDS) in defining cross-program and program-specific testing needs and issues with a specific focus on EIDS, which will grow this year
  • As part of PEO DHMS T&E Leadership team, support definition of PEO DHMS T&E strategic priorities and align T&E operations to impact and outcome-based delivery

Manage measurement and delivery of outcomes by service.

  • Assist leadership in overseeing all T&E PEO DHMS test services to support achievement of T&E goals and performance metrics
  • Document key procedures during vendor transitions and service transformation to help ensure service continuity
  • Monitor testing services delivery metrics, investigate service failures, review service improvement ideas, recommend new metrics and outcomes to drive service improvement
  • Track testing services performance for PEO DHMS and its programs (DHMSM, JOMIS, EIDS, FEHRM) cross-program and program-specific testing needs and issues to ensure risk mitigation
  • Identify opportunities to streamline work across PEO DHMS and its programs to drive efficiency and efficacy of testing program (e.g., unnecessary, or out-of-scope tasks, opportunities to streamline processes, areas to standardize and centralize, automation opportunities, service mapping and documentation on service request process)
  • Collaborate with PEO DHMS programs to fully utilize testing services, and share how to engage with PEO services outside of T&E.

Oversee service coordination and collaboration with vendors and external programs.

  • Manage relevant vendor- and contractor-supported tasks
  • Review test documentation to ensure it meets program needs, compliance requirements and service deliver standards
  • Participate in meetings with PEO DHMS, its programs, and the VA to oversee the joint test environment

REQUIREMENTS:

  • Undergraduate degree in Computer Science, Computer Engineering, Information Technology, or related field
  • 5 years professional experience in SDLC, 3 years leading test automation activities
  • 2 years professional experience leading testing services
  • Manage development of new PMO test program
  • Track and support event execution needs (e.g., test plan completion, strategy, etc.)
  • Support cross-training activities to increase team’s ability to surge to support test events
  • Advanced Excel and IBM Jazz skills
  • Familiarity with XML, HL7, SQL, FHR, and JIRA
  • Experience with a less mature test org
  • Experience in Public Sector is a plus, especially if already in possession of a DoD CAC
  • Experience in Healthcare is a plus, especially in medical coding and informatics
  • Must be a US citizen
