Position Overview
The Cost Estimating & Price Analysis SME serves as the primary subject matter expert for all cost estimating and price analysis activities across the full spectrum of federal acquisition instruments. This includes micro-purchases, Government Purchase Cards (GPC), large contracts, BPAs, Task Orders, and Interagency Agreements.
This role is responsible for developing Independent Government Cost Estimates (IGCEs), conducting pre-award cost/price analysis, and supporting post-award cost oversight throughout the contract lifecycle. The ideal candidate brings deep cost/pricing expertise along with a solid understanding of federal acquisition planning, market research, and source selection processes.

Key Responsibilities
Cost Estimating & Price Analysis (Primary)
- Develop and apply Independent Government Cost Estimates (IGCEs) using methodologies such as analogous, parametric, engineering build-up, and market benchmarking
- Perform FAR Part 15.404 cost and price analysis to assess reasonableness, realism, and completeness
- Review and evaluate cost proposals, quotations, and bids; develop well-documented price analysis memoranda
- Support development of pricing instructions, cost exhibits, and evaluation plans for RFQs/RFPs
- Validate option pricing and support pricing analysis for contract modifications and administration activities
- Maintain and analyze historical cost data to support agency-wide cost databases and trend analysis
- Recommend improvements to cost estimating processes, templates, and methodologies
- Assist in development and review of acquisition documentation including SOW, PWS, SOO
- Support preparation of Acquisition Plans (AP), Market Research Reports, J&As, and PR packages
- Conduct FAR Part 10-compliant market research using FPDS-NG, SAM.gov, GSA MRAS, and other sources
- Support source selection activities, including evaluation documentation and reporting
- Contribute to procurement tracking, pipeline reporting, and status updates
Education
- Bachelor s degree in Business Administration, Finance, Accounting, Economics, Contracts Management, Public Administration, or related field
- Minimum 8 years of federal acquisition or contracting experience
- Minimum 4 years of direct experience developing IGCEs and conducting FAR Part 15.404 cost/price analysis
- Minimum 3 years supporting the federal acquisition lifecycle (pre-award, source selection, post-award)
- Demonstrated experience supporting both pre-award and post-award activities
Cost & Pricing
- Strong knowledge of FAR Parts 15, 16, and 31
- Expertise in IGCE development and cost estimating methodologies
- Experience with cost/price analysis (reasonableness, realism, completeness)
- Cost proposal evaluation and pricing workbook development
- Historical cost data analysis and trend development
- Knowledge of FAR Parts 10 and 11 (market research and requirements)
- Experience developing SOW, PWS, SOO, Acquisition Plans
- Familiarity with tools such as FPDS-NG, SAM.gov, GSA MRAS, GSA Advantage
- Experience with J&A documentation and source selection support
- Strong written and verbal communication skills
Education
- Master s degree in Business Administration, Finance, Contracts Management, Public Administration, or related field
- Experience supporting federal financial or regulatory agencies
- Experience with PRISM contract writing system
- Experience with Interagency Agreements (IAA), BPAs, and Task Orders
- Experience supporting GPC programs and micro-purchase thresholds
- Familiarity with Oracle Federal Financials, SAP, or similar systems
- Experience with market analysis tools (FPDS-NG, GSA schedules, RSMeans, BLS data)
- Experience supporting acquisition documentation and knowledge-sharing efforts
- Awareness of federal data standards and acquisition regulations (FAR)
- Experience supporting ERP or acquisition system transitions
- FAC-C Level II or III
- DAWIA Level II or III (Contracting)
- CPCM or CFCM (NCMA)
- FAC-COR Level II or III
- CCEA (Certified Cost Estimator/Analyst) strongly preferred
- PMP (Project Management Professional)
