DSHS ESA Risk Management Analyst

The Department of Social and Health Services’ Economic Services Administration (ESA), is seeking a Risk Management Analyst also known as a Management Analyst 5. In this role, you'll help lead critical transparency, privacy, and risk-management functions for one of Washington’s largest public-service organizations. ESA supports nearly one in four Washington residents through essential assistance programs, manages millions of confidential records, and oversees thousands of public records and legal discovery requests each year. This role serves as the Administration’s expert in public disclosure and litigation support, providing high-level consultation, strategic analysis, and operational leadership to ensure ESA meets its statutory obligations while safeguarding sensitive information and minimizing legal and operational risk.

After completing training (2-4 weeks), telework or hybrid schedules may be available; however, in-office work will be required based on business needs. Training will take place at the Olympia office, with statewide duty-station options available upon successful completion.

Some Of What You’ll Do

  • Advise leadership and staff on public records, litigation support, and risk-management issues while coordinating with partners to resolve complex disclosure matters
  • Represent ESA in cross-agency workgroups and provide training on disclosure laws, litigation processes, and emerging legal requirements
  • Interpret statutes and policies, produce analyses that identify trends and risks, and lead process-improvement efforts to strengthen compliance and efficiency
  • Collaborate with program leaders, legal partners, IT, and statewide disclosure staff to support coordinated, legally compliant operations
  • Coordinate discovery responses, subpoenas, and litigation-related records requests; review records for relevance, confidentiality, and legal risk; and manage document productions and litigation-hold tracking
  • Oversee timely, compliant responses to subpoenas, search warrants, and law-enforcement requests; determine request scope; gather responsive records; assess disclosure risks; and guide staff on complex or high-profile matters

What we’re looking for:

  • Experience managing public records requests, legal records, or litigation support in government or similar settings
  • Proficiency with electronic records systems and document-review tools (e.g., Acrobat)
  • Familiarity with ESA eligibility systems
  • Working knowledge of discovery processes, tort claims, litigation support, and records management
  • Strong understanding of privacy, confidentiality, and public disclosure laws, with the ability to interpret statutes, assess risk, and communicate findings clearly
  • Advanced critical-thinking skills for evaluating complex information and emerging issues
  • Strong organizational skills and the ability to manage high-volume, high-risk workloads with accuracy and discretion
  • Effective written and verbal communication with internal and external partners
  • Technological proficiency and understanding of data-protection principles, with the ability to adapt to new tools and systems

Who should apply?

Bachelor’s degree in business administration, public administration, law, public health, health administration, or

a related field and five years of demonstrated experience in two or more of the following areas:

  • conducting research
  • analyzing policies, laws, rules, or regulations
  • conducting business analysis and developing requirements
  • leading business projects
  • managing business operations
  • business policy development
  • supervising

Additional professional experience described above will substitute year for year for the required education.
