DSHS HCLA – Management Analyst 5
Join our team at DSHS's Home & Community Living Administration (HCLA) as a Management Analyst 5 (MA5) supporting the Area Agencies on Aging (AAAs) and the grants units for HCLA’s Management Services Division. In this role, you serve as a lead fiscal analyst providing guidance for all AAA fiscal activities. This includes monitoring and reconciling of all contracts and grants awarded to the AAA utilizing state and federal funds.

As HCLA’s MA5, the fiscal review and contract approval that you provide ensures compliance with WA state, federal and HCLA regulations. You will identify problem areas, make recommendations for process improvement, and prepare annual AAA federal and state expenditure reports for internal and external distribution.

This Lacey-based role offers a hybrid telework schedule anywhere within the state of Washington. Traveling for in-person meetings is rare.

Some of what you'll do:

  • Ensure compliance with all OFM, federal, state, and departmental regulations.
  • Conduct complex financial analysis and recommend resolutions for audits, corrective action plans, and cost allocation compliance.
  • Monitor grant expenditures and balances to ensure funding limits are not exceeded and costs are allowable.
  • Develop and manage funding allocations to AAAs.
  • Review, analyze, and approve AAA annual area plans, budgets, and contracts in alignment with the Older Americans Act and other requirements.
  • Provide fiscal guidance to program staff, including identifying significant variances and spending trends.
  • Process accounts payable and receivable transactions, including billing, payment tracking, and collections with internal and external partners.
  • Perform monthly and year-end close activities, including journal entries, accruals, and reconciliations.
  • Review and approve payments by verifying coding accuracy, contract terms, and ledger integrity.
  • Manage financial operations for assigned funds, including revenue, expenditures, and allocations.
  • Prepare financial reports, respond to stakeholder inquiries, and communicate financial updates to program staff and leadership.
  • Review fiscally impactful contracts, provide coding and tracking tools, and coordinate with program managers to ensure compliance.

Desired skills, knowledge, and abilities:
  • Comprehensive knowledge of Generally Accepted Accounting Principles (GAAP) and state, federal, and departmental financial regulations, policies, and procedures, including cost allocation and financial management requirements (e.g., CMS).
  • Extensive experience with grants management, expenditures, and sub-recipient monitoring, ensuring compliance with applicable regulations.
  • Strong experience in financial analysis, including budgeting, forecasting, expenditure monitoring, revenue projection, and preparing reports with actionable recommendations for management.
  • Expertise in preparing and processing complex financial transactions, including journal vouchers, accruals, adjustments, transfers, allocations, and error corrections.
  • Advanced data analysis skills, including collecting and synthesizing financial data from multiple sources to support reporting and fiscal decision-making.
  • Proven ability to evaluate, streamline, and improve financial and operational processes.
  • Proficiency in Microsoft Office (advanced Excel) and experience with enterprise financial systems such as AFRS, Enterprise Reporting, or similar tools.
  • Strong analytical and problem-solving skills, including interpreting statutes, regulations, and policies and translating them into procedures and operational guidance.
  • Excellent organizational and project management skills, with the ability to manage multiple priorities and meet strict reporting and legislative deadlines.
  • Demonstrated ability to lead, manage, and motivate teams with diverse responsibilities.
  • Effective communication skills, with the ability to clearly convey complex financial information and work both independently and collaboratively with professionalism and integrity.

Who should apply?
Professionals who meet one of the following qualifications:
  • A Bachelor’s degree or higher in Accounting, Finance, or a related field, AND five (5) years of professional experience working with highly technical data, conducting research, and analyzing policies, laws, or regulations.
    OR
  • Nine (9) years of combined educational and professional experience in business administration, accounting, finance, public health, health administration, or a related field, including experience working with highly technical data, conducting research, leading business projects, and analyzing policies, laws, or regulations.
