Position Overview
We are seeking an experienced District Manager to oversee the operations, compliance, financial performance, and staff management of two affordable housing communities in the Milwaukee area.
This leadership role requires extensive knowledge of HUD, Project-Based Section 8, LIHTC (Section 42), HAP administration, EIV, and affordable housing compliance regulations.
The ideal candidate will be a hands-on leader who can ensure operational excellence, maintain audit-ready communities, support site teams, and drive occupancy, resident satisfaction, and regulatory compliance across both properties.

The ideal candidate will be a hands-on leader who can ensure operational excellence, maintain audit-ready communities, support site teams, and drive occupancy, resident satisfaction, and regulatory compliance across both properties.
Key Responsibilities
- Provide operational oversight for two affordable housing communities and their on-site teams
- Supervise, mentor, and support Property Managers, Assistant Property Managers, Leasing Staff, and Maintenance teams
- Ensure full compliance with HUD, LIHTC (Section 42), Project-Based Section 8, Fair Housing, and all applicable federal, state, and local housing regulations
- Oversee resident certifications, annual and interim recertifications, income calculations, and eligibility determinations
- Manage and monitor HAP contracts, subsidy payments, EIV reporting, and compliance documentation
- Review tenant files to ensure accuracy, completeness, and audit readiness
- Prepare properties for REAC inspections, MOR reviews, LIHTC audits, management reviews, and agency inspections
- Monitor occupancy levels, leasing performance, delinquency reports, and rent collections
- Partner with site teams to resolve resident concerns, compliance issues, and operational challenges
- Analyze property financials, budgets, variances, and operating expenses
- Develop and implement action plans to improve property performance and resident retention
- Coordinate with ownership, asset management, compliance teams, contractors, and vendors
- Conduct regular site visits, property inspections, and staff meetings
- Respond to escalated resident, operational, and emergency situations as needed
- 5 years of affordable housing property management experience
- Previous experience managing multiple properties, districts, or large affordable housing communities
- Strong working knowledge of:
- HUD Programs
- Project-Based Section 8
- LIHTC (Section 42)
- HAP Contract Administration
- EIV System
- Annual and Interim Recertifications
- Income and Asset Verification
- Fair Housing Compliance
- Demonstrated experience preparing for and successfully managing REAC, MOR, HUD, and LIHTC audits
- Proven ability to lead, develop, and hold teams accountable
- Strong understanding of affordable housing compliance requirements and regulatory reporting
- Experience with property management software (RealPage preferred)
- Proficiency with Microsoft Office Suite
- Excellent communication, problem-solving, and organizational skills
- COS (Certified Occupancy Specialist)
- Tax Credit Specialist (TCS)
- HCCP (Housing Credit Certified Professional)
- CPO, CAM, or other affordable housing certifications
- Multi-site or district management experience
