Overview

The Civil Inspector is responsible for providing construction management and inspection services for a variety of civil infrastructure projects. These include milling and paving of aeronautical and non-aeronautical pavements, utility excavation and installation (including drainage, water mains, electrical and communication duct banks, force mains, and sanitary sewer systems), structural concrete installations, grading, landscaping, seeding, outfall and tidal rehabilitation, and other related civil construction activities.

Key Responsibilities

  • Perform construction inspection activities throughout all phases of assigned projects.
  • Prepare accurate daily inspection reports, field narratives, special inspection reports, time-and-material records, and unit price documentation.
  • Identify potential extra work and promptly notify the Resident Engineer (RE) and/or Assistant Resident Engineer (ARE).
  • Prepare extra work estimates and supporting documentation.
  • Review construction plans and specifications for constructability and provide technical comments and recommendations.
  • Review contractor payment applications and evaluate the reasonableness of quantities and work performed.
  • Coordinate inspection activities across multiple project sites and work locations.
  • Conduct quality assurance inspections to verify compliance with contract requirements.
  • Monitor and verify compliance with project safety standards and regulations.
  • Coordinate construction activities, roadway/airfield closures, and utility shutdowns with JFK Operations and Maintenance personnel.
  • Maintain thorough project documentation and communicate project status, issues, and recommendations to project management.

Minimum Qualifications

Candidates must possess the following qualifications to be considered:

  • Minimum of 10 years of experience inspecting civil construction projects of varying size (typically ranging from $500,000 to $5 million or more) and complexity, including projects involving multiple crews and shift operations.
  • Demonstrated ability to read, interpret, and apply construction drawings, specifications, and contract documents.
  • Ability to successfully obtain and maintain a Security Identification Display Area (SIDA) badge, including passing all required security threat assessments, fingerprint-based criminal history record checks, and background investigations.
  • Strong written and verbal communication skills.
  • Experience preparing daily reports, inspection reports, and contract documentation.
  • Experience reviewing contractor payment applications and documenting extra work/change orders.
  • Ability to effectively coordinate with contractors, Resident Engineers, project stakeholders, and facility personnel.
  • Working knowledge of construction safety requirements and industry best practices.
  • Valid driver's license.
  • Willingness to work weekends, evenings, and night shifts as required to support project operations.

Preferred Qualifications

  • Experience with aeronautical or airport construction projects.
  • Familiarity with airfield pavement construction, airport utility infrastructure, and operational coordination within active airport environments.

Salary : $150,000 - $190,000
