We are seeking an experienced Program Manager to support a complex Laboratory Information Management System (LIMS) implementation and replacement project within a public-sector environment.

The Program Manager will work closely with senior project leadership, business stakeholders, technical teams, laboratory/clinical stakeholders, and third-party vendors. The role will focus on project planning and execution, organizational change management, stakeholder communications, team coordination, vendor feedback, decision tracking, and User Acceptance Testing.

This position is ideal for a highly organized project management professional who can manage multiple complex workstreams, communicate effectively with diverse stakeholders, and drive projects through successful delivery.

• Manage multiple complex and detailed project schedules.

• Maintain project timelines, milestones, dependencies, and critical paths.

• Monitor project progress and ensure timely completion of deliverables.

• Identify, document, communicate, and escalate project risks and issues.

• Coordinate resources across multiple project workstreams.

• Collaborate with business leaders, technical teams, vendors, and project stakeholders.

• Respond to project-related information requests.

• Support funding applications and related project documentation.

• Coordinate with technical and engineering teams.

• Support organizational change management activities.

• Coordinate User Acceptance activities and stakeholder readiness.

• Manage and coordinate User Acceptance Testing (UAT).

• Maintain project decision logs.

• Collect, organize, and communicate stakeholder feedback to vendors.

• Maintain project plans and schedules.

• Create and track project subprojects and workstreams.

• Assist with project deliverables and documentation.

• Perform additional project management duties as assigned.

Prepare biweekly project status reports documenting:

• Current project status.

• Completed and planned activities.

• Project timelines and milestones.

• Resource capacity and utilization.

• Over-allocated and under-utilized resources.

• Risks, issues, dependencies, and escalations.

• Project planning and scheduling activities.

• Updates to project plans and subprojects.

• Ad hoc reports for management decision-making.

• Project deliverables and outstanding action items.

• Proven experience in Project Management / Program Management.

• Prior state government experience required.

• Experience with Microsoft Office 365.

• Exceptional written and verbal communication skills.

• Strong stakeholder management and coordination skills.

• Ability to work effectively in a remote/hybrid environment.

• PMP certification required.

• Strong organizational and time-management abilities.

• Experience managing multiple projects or workstreams simultaneously.

• Ability to work independently while coordinating with cross-functional teams.

• Organizational Change Management experience in a laboratory or clinical care environment.

• Project Management experience in a laboratory, healthcare, public health, or clinical care setting.

• Experience applying PMI/PMBOK methodologies.

• Experience with Laboratory Information Management Systems (LIMS).

• Experience managing technology implementation or system replacement projects.

• Experience with User Acceptance Testing (UAT).

• Experience working with third-party technology vendors.

• Experience managing complex public-sector technology projects.

• Experience working with healthcare, laboratory, or public health stakeholders.

This is a hybrid position.

Onsite onboarding will be required during the first week. Following onboarding, remote work may be permitted based on business needs and management approval.

The candidate must be able to report onsite within a reasonable timeframe when required.

For remote work, the contractor must provide their own:

• Computer.

• Monitor(s).

• High-speed internet.

• Telephone/cellular service.

• Web camera.

• Microphone.

Access to organizational systems will be provided through VPN or similar secure access.

• All work must be performed within the United States.

• Candidate must maintain reliable internet and telephone access.

• Candidate must be available during standard business hours.

• Standard working hours are MondayFriday, 8:00 AM5:00 PM Pacific Time, excluding applicable state holidays and business closures.

• Candidate must participate in meetings and project activities as required.

Estimated Start: September 14, 2026

Hours: Approximately 30 hours/week
Deliverables: Approximately every three weeks
Maximum Rate: $118.50/hr
Expenses: Not Allowed

The ideal candidate is a PMP-certified Program Manager with strong state government experience and a demonstrated record of managing complex technology projects.

Candidates with experience in LIMS implementations, laboratory or clinical environments, organizational change management, User Acceptance Testing, vendor coordination, and PMI/PMBOK methodologies are highly preferred.

The successful candidate should be an excellent communicator who can coordinate multiple stakeholders, manage competing priorities, identify project risks, and drive deliverables to completion.
