Victim Outreach Incorporated (VOI) is a non-profit organization that provides law enforcement-based victim assistance to citizens who have been hurt by crime or other trauma. We contract with the police departments of Arvada, Wheat Ridge, Golden, Edgewater, Lakeside, Mountain View and the Colorado School of Mines and offer services to people who report to police in these communities. Our Mission is to promote the healing of people impacted by crime and trauma with the Vision that they recover to lead healthy, productive and inspired lives.

VOI, in partnership with local and state agencies, is launching the Evergreen Resiliency Center (ERC)—a collaborative, multi-agency initiative designed to provide compassionate, coordinated support to individuals and the broader Evergreen community affected by the Evergreen High School shooting on September 10, 2025. The ERC’s mission is to promote healing, connection, and long-term resiliency by offering accessible services, resources, and guidance to those impacted.

We are seeking to fill two positions of Victim Advocate who will be responsible for responding to the emotional and practical support needs of survivors of the Evergreen High School tragedy, and greater Evergreen community.

GENERAL STATEMENT OF JOB

Victim Advocate’s primary focus is to address the specialized needs of survivors and their loved ones. They will connect with, engage, and support survivors to assess their needs and enroll in services, identify, and overcome barriers within the system of care, and cultivate emotional resiliency and related psychosocial needs. The Victim Advocate acts primarily as a care coordinator. The Victim Advocate will collaborate with existing providers to effectively manage and increase clients’ access to services, as needed. They will establish referral partnerships with community partners to broaden resources and service opportunities for those impacted by the Evergreen High School tragedy.

MINIMUM REQUIREMENTS

· A combination of formal education, training, and/or experience that demonstrates required knowledge, skills, and abilities.

· Strong verbal and written communication skills and a person-focused, trauma-informed service mindset.

· Computer proficiency, including Microsoft Office Suite (Word, Excel, PowerPoint, Publisher)

· In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire

  • Ability to pass a police background investigation
  • A valid driver’s license
  • Have and maintain reliable transportation
  • Ability to work in an office environment.
  • Ability to remain in a stationary position for up to 50% of the workday.
  • Ability to move about the office to access file cabinets, supplies, and office equipment as needed
  • Ability to use a computer and associated peripherals (keyboard, mouse, monitors, phone, etc.) for up to eight hours per day.
  • Ability to operate standard office equipment such as a calculator, copier, and printer.
  • Ability to work a flexible schedule, including occasional early mornings, evenings, and weekends.

KNOWLEDGE, SKILLS & ABILITIES

· Bachelor’s degree and/or four years’ experience in social service or related field. Any equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities will be considered.

· Experience in direct service support, case management, and program management.

· Ability to work independently, to problem solve, and to identify and meet the needs of a new position and program.

· Experience working with community-based organizations or as a victim advocate.

· Knowledgeable of the needs of survivors, with a commitment to continued learning and relationship building. Ability to establish and maintain effective working relationships with a variety of individuals and groups from diverse cultural backgrounds.

· Good working knowledge of local providers and resources.

· Ability to provide trauma-informed support using a harm-reduction lens to persons of diverse backgrounds.

· Excellent interpersonal and communication skills.

· Ability to learn quickly, handle multiple tasks simultaneously, anticipate and meet established deadlines.

· Ability to work both as a team player and independently with limited supervision.

· High degree of emotional intelligence with the ability to balance emotions and reactions in high stress, trauma related situations and similar circumstances.

ESSENTIAL DUTIES

General / Victim Advocacy

· Collaborate with clients, clinical and programmatic providers, and partner organizations to develop and implement support for those impacted by the attack on Evergreen High School.

· Provide individual support and goal establishment, objectives, and activities as well as referrals to meet client's needs and preferences for support.

· Assist in the development and execution of case management standards that are adaptable based on individual need.

· Understand the legal rights of victims and witnesses.

· Assess client needs, prepare appropriate individual support plans, with short-term and long-term goals.

· Assist clients in implementing the service plan by networking and referral, internally and/or to other community resources.

· Connect clients to essential support services, such as counseling, food, housing, and transportation resources.

· Develop and maintain accurate records of clients through a case management system.

· Serve as both a liaison and advocate for those impacted clients, as they navigate systems and move towards recovery.

· Ensure the highest degree of professionalism and customer service is met.

· Advocate for clients with agencies and service providers to minimize barriers to clients receiving needed services.

· Follow-up and monitoring access to services, including checking in with providers, in-person visits, general outreach, and/or telephone calls.

· Ensure confidentiality of all records by following HIPPA regulations.

Education/Training

· Assist in providing technical assistance, training and consultation to community partners and service providers working with those impacted by the Evergreen High School tragedy.

· Work with CRC Advisory Board to identify gaps in training and education for provider organizations and assist in developing a plan to build the capacity of providers to serve the survivors the greater Evergreen community.

Liaison

· Develop and maintain knowledge of the availability of culturally competent resources to meet emotional, educational, financial, mental, and physical health needs.

· Develop and maintain relationships with providers, partner organizations, and community groups.

· Actively advocate with, and/or on behalf of, clients within the service provision system.

· Coordinate with local resources, support groups, community gatherings, and other activities that foster community and build resiliency, as needed, or requested by those impacted by the Evergreen High School tragedy.

· Maintain appropriate documentation ensuring alignment with program and grant deliverables.
