This position is in Technical Reporting, Initiatives, Automation & Development (TRIAD). The Service has department-wide responsibility relating to administering VA educational assistance programs to Vets, Service-members, National Guard and Reserve members, eligible dependents for their military service to the Nation. This mission is accomplished by providing financial assistance, generally in the form of monthly benefit payments, as mandated in Title 38 and Title 10, United States Code.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-14 Grade Level:
Specialized Experience: is defined as experience with analytical methods and evaluative work associated with development and integration of systems, management techniques, and processes to improve organizational effectiveness, completing project assignments.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.

This position serves as the Supervisory Management and Program Analyst to Education Service. The incumbent is responsible for coordination of program initiatives, projects and policy activities relating to Education Service. The Assistant Director of Technical Reporting, Initiatives, Automation, and Development (TRIAD) rely heavily on judgment and recommendations made by this individual. The incumbent also represents the Operation Division leadership in meetings, task forces, working groups, and in other areas.
Perform as the business line representative in contract development for Education Service special projects, modernization efforts and education application updates required by legislative mandates signed into law. Provide input and work products for Senior Executive presentations, support responses for detailed Congressional data calls and Department wide planning initiatives.
Manage Education Service systems portfolio, ensuring software applications retain Authorities to Operate, system interdependencies are recognized, fiscal year planning is scoped for outyears, and EDU initiatives are prioritized by Senior Executive and Deputy preference. Serves as the approver for the IT Operations & Integration team within the Education Service Change Control Board (CCB) governance structure.
The incumbent performs analytical and evaluative work associated with development and integration of enhancements and legislative changes to education processing systems. The individual develops analyses, evaluates, advises on, or improves the effectiveness of work methods and procedures, manpower utilization, distribution of work assignments, and similar function of management.
Serves as a consultant to the Assistant Director on the more complex and difficult issues associated with operations, and program integration as they relate to the delivery of Education benefits and services to Veterans. Responsibilities also include coordinating activities within VA and other federal agencies.
The incumbent analyzes management techniques, processes, and styles for improving organizational effectiveness. This individual analyzes multi-functional programs, functions, and organizations on a region-wide or equivalent scope to determine whether the management systems in current use efficiently accomplish objectives sought and whether they provide controls necessary for sound management
