This position is in the Office of Business Integration (OBI) as a Senior Program Analyst on the Investment Management & Delivery Division, Priority Intake & Requirements staff. In support of improving service to Veterans, the incumbent serves as a consultant and advisor for the office, which serves as the coordinating body and focal point for Business and Information Technology integration activities.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-13 Grade Level:

Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with travel to attend meetings and conferences away from the work site. Responsibilities:
Specific duties include:- Serve as a Workload Manager performing portfolio, program, and project management/analysis tasks; assist Chief with keeping assigned activities on track.
- Serve as a Business Liaison coordinating with VBA business lines and staff/program offices to establish and develop Strategic/Tactical/Operational and short/long term plans for developing systems to support business processes and strategic drivers.
- Coordinate business Information Technology (IT) initiatives across VBA in concert with OI&T
- Conduct/participate in the conduct of comprehensive program studies related to VA benefits and services and making recommendations for program changes.
- Prioritize IT needs using established criteria, IT governance and IT Multi-Year Programming Guidance
- Assist in the provision of executive level oversight of the development and implementation of a comprehensive VBA strategic business systems vision.
- Ensure VBA business line business system concepts are consistent with existing and evolving business practices and procurement and financial management policies.
- Develop/defend strategic plans, acquisition/investment strategies and policy for business systems development efforts.
- Integrate the work of a project team that spans multiple organizations and locations.
- Ensure delivery of quality business applications that fulfill the needs of the VBA lines of business.
- Elicit, develop, and gain concurrence for requirements, business process diagrams, user stories, specifications, design, testing and training documentation to implement greater efficiencies.
- Review, revise, and develop policies and procedures for the utilization of business applications and systems for all VBA.
