Organizational Location: These positions are located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Enforcement and Removal Operations (ERO), in Washington DC.

Salary: The salary range indicated in this announcement reflects the lowest and highest potential salaries for this position. The actual salary range will be based on the applicable locality pay for the selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.

Specialized Experience, GS-15:
You must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service that included performing at least 4 of the following:
  1. Applying analytical/evaluative methods to assess the effectiveness and efficiency of policies;
  2. Developing/implementing immediate and long-range planning in response to new or changing policy or legislative requirements;
  3. Setting annual and long-range work plans and schedules to accomplish strategic objectives;
  4. Serving as a project leader responsible for conducting broad nationwide studies/evaluations;
  5. Recommending solutions to sensitive, controversial, and critical issues affecting national program.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).

You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

The primary purpose of this position is to supervise Management and Program Analysts who perform processes and organizational effectiveness on a major mission or administrative program. Typical assignments include:
  1. Creating and administering goals and objectives; developing and prescribing procedures and techniques; and providing policy guidance to employees;
  2. Establishing unit objectives, goals, priorities and deadlines, creating plans to meet workload changes;
  3. Making decisions and resolving problems involving interpretation of the law, and application of DHS policy;
  4. Ensuring department personnel policies are observed; resolving complaints and grievances and making recommendations; and
  5. Actively participating in conferences, meetings, hearings and/or presentations.
