General Position Description
The OIT Project Manager applies and adapts defined PMO project management processes and standards to effectively manage and control complex technology-related projects of various sizes, scope and risk affecting multiple College areas. This position facilitates understanding and communication among project stakeholders, subject matter experts, and OIT resources while delivering projects in accordance with established quality standards, policies, and processes within a centralized OIT Project Management Office (PMO) environment.

Flexible Work Arrangement
Fully Remote: Employee performs all job duties off-site, typically at home or another suitable location. When possible, the fully remote employee may occasionally be required to work on site with advance notice.

Essential Job Functions

Description of Job Function
1. Leads the full range of project management cycle including initiating, planning, executing, monitoring, troubleshooting, documenting and closing of projects within scope and timeline proposed.

2. Partners with project sponsors to identify, prioritize and sequent project goals. Identifies internal and external key stakeholders and collaborates with them to understand, document, and prioritize requirements.

3. Manages projects of various sizes that encompass first time use of new technologies, processes, or vendor services to serve a large number of end users.

4. Manages and monitors the project budget, and provides regular status updates to project sponsors. Anticipates, identifies and mitigates project risks throughout the project lifecycle, communicating to stakeholders appropriately.

5. Manages vendor relationships to ensure quality deliverables in a timely manner. Proactively identifies critical path decisions and helps resolve any project issues efficiently.

6. Advocates on behalf of project end-users and key stakeholders. Works with the project team and advisory groups to identify and increase the awareness of end user and critical stakeholder impacts.

7. Assures smooth transitions through each phase of a project and proper communication between the various responsible groups, setting clear expectations, identifying, communicating, and escalating concerns as they occur.

8. Ensures and follows-through on timely project completion within scope and proposed budgets. Ensures outcomes align with/meets business objectives.

9. Produces standard and well-established project management deliverables within PMO-developed guidelines using Project Management Methodologies. Ensures project team utilizes PMO-defined tools and standards, processes and procedures.

10. Creates and delivers clear and detailed project documentation. Maintains all documentation in PMO-approved repositories.

11. Researches and recommends new perspectives on existing solutions; analyzes multiple sources of information and elevates to leadership for key trade-off decisions. Applies best practices in project management and integrates such practices with the College culture to deliver results.

12. Interacts directly with customers and key stakeholders, navigates issues and negotiates milestones. Explains difficult or sensitive information to all parties within the scope of the projects; works to build consensus on outcomes.

13. Collaborates with College leaders to define individual team member’s roles and responsibilities for the duration of a project. Works with College leaders to identify resource requirements and ensures projects are appropriately staffed with adequate skills and resources.

14. Identifies and analyzes the impact of potential project changes. Develops and helps execute comprehensive change management strategies and communication plans in alignment with applicable PMO defined processes.

15. Keeps up-to-date on current and best practices in the project management field and ensures this information is disseminated to project team members through the project implementation phase.

16. Performs other duties as assigned.

Required Qualifications

Required Minimum Education
Bachelor’s Degree from a regionally accredited institution, or any equivalent combination of related education, training, and/or experience which provides the required knowledge, skills, and abilities to perform the essential functions.

Required Field of Study
IT, computer science or related field

Other Required Qualifications
Significant years of full-cycle project management experience.

Experience gathering and documenting project requirements, creating and scheduling projects and managing cost and stakeholder expectations.

Experience with Project Management tools such as MS Project, MS Teams, or TeamDynamix PPM.

Required License/Certification

Preferred Type of Experience
Application development, package implementation, infrastructure and IT transformation projects experience.

Experience working in a project management or IT field in an higher education setting.

Experience in Waterfall, Agile, and Hybrid project management methodologies.

Preferred Licenses/Certification
Project Management Institute (PMI) Certification (or similar).

Working Conditions

General Working Conditions
This job primarily operates in a professional office environment. The employee will routinely operate standard office equipment including but not limited to computers, keyboards, mouse, phones, photocopiers, printers, scanners, filing cabinets and fax machines. While performing the duties of this job, the noise level in the work environment is usually quiet to moderate.

Typical physical competencies include but are not limited to frequently remaining stationary, moving, reaching, positioning self and occasionally ascending/descending, lifting/moving objects weighing between 5-15 pounds. This job also entails frequently communicating, discerning and exchanging information, detecting and perceiving objects up close, at a distance, and the ability to adjust focus. Cognitive abilities include but are not limited to frequently using discretion, judgment, reasoning, memory, learning, maintaining confidentiality, comprehension, problem solving, and decision-making.
