Job Description:
We are seeking a Senior-Level Business Analyst to lead Business Analysis activities for the modernization and full re-write of enterprise .NET applications for a state government client. The BA will act as the bridge between business/program teams and software development teams, ensuring alignment, clarity, and traceability from requirements intake through delivery.
Key Responsibilities:
- Lead elicitation, documentation, and validation of business, functional, and non-functional requirements
- Facilitate interviews and working sessions with program teams, SMEs, and technical staff
- Develop user stories, acceptance criteria, and process flows
- Document current state workflows, system dependencies, and processes
- Design future state workflows aligned with modernization goals and .NET architectural changes
- Create process maps, decision trees, and workflow diagrams using Visio and other modeling tools
- Support data migration planning by documenting data models, business rules, and transformation logic
- Develop quality-of-service (non-functional) requirements (performance, scalability, security, usability, etc.)
- Develop report specifications defining purpose, attributes, columns, owners, and runtime parameters
- Support QA testing, UAT coordination, defect triage, and validation of fixes
- Review system behavior against documented requirements and program expectations
- Communicate project status, risks, and decisions to PM and leadership
Technical Skills:
- Understanding of application architecture, re-architecting, or rebuilding strategies (Azure Functions, APIs, SQL Server, .NET Core)
- Legacy systems analysis and integration points to determine modernization path
- Familiarity with cloud technologies, microservices, and modern DevOps practices
- Proficiency with project & portfolio management tools (Clarity PPM, Azure DevOps, SharePoint, or similar)
Required Qualifications:
- 7–8 years of relevant experience, including writing requirements for legacy system migration, re-factoring, or modernization
- Experience leading cross-functional teams across development, operations, security, and business needs
- 4-year college degree in IT, Computer Science, Engineering, or Business with a focus on Technology
- At least one IIBA Business Analyst certification (Agile/Scrum certifications are a plus)
- Ability to work hybrid in Columbus, OH and report onsite as needed
- Must be located within the United States (government equipment restrictions apply)
- Must be willing to undergo a fingerprint background check
