Job Description:
We are seeking an experienced Program Manager to direct, control, administer, and regulate the re-write/modernization of a .NET-based software application for a state government client. The PM will drive the entire software re-write from start to finish, ensuring the final product meets business, technical, and quality requirements.
Key Responsibilities:
- Design project plans identifying needs and defining major tasks and milestones based on scope, resources, budget, and personnel
- Apply thorough knowledge of project management methodology to ensure collaboration, transparency, and feedback loops
- Develop, adjust, and revise estimates across planning, analysis, design, construction, testing, and implementation
- Manage risk and scope to define, monitor, and control scope, budget, and timelines in high-risk modernization scenarios
- Maintain strong interpersonal alignment across sponsors, developers, operations, and end users through clear program metrics reporting
- Apply strong critical thinking and problem-solving to address technical debt, integration challenges, and unforeseen dependencies
- Communicate project timelines, milestones, phases, work requests, target dates, and approved work packages to team leaders
Technical Skills:
- Understanding of application architecture, refactoring, re-architecting, or rebuilding strategies
- Legacy systems analysis and integration points to determine modernization path
- Familiarity with cloud technologies, microservices, and modern DevOps practices
- Proficiency with project & portfolio management tools (Clarity PPM, Azure DevOps, SharePoint, or similar)
Required Qualifications:
- 7–8 years of relevant experience, including past projects involving legacy system migration, re-factoring, or modernization
- Experience leading cross-functional teams across development, operations, security, and business needs
- 4-year college degree in IT, Computer Science, Engineering, or Business with a focus on Technology
- At least one Project Management certification (PMP, PMI-ACP, or equivalent); Agile/Scrum certifications strengthen candidacy
- Ability to work hybrid in Columbus, OH and report onsite as needed
- Must be located within the United States (government equipment restrictions apply)
- Must be willing to undergo a fingerprint background check
