Unison Systems is looking for a Emergency Management Analyst to help our CA based client.
Location: CA; some travel required
Direct Hire; Salary $100k - $115k
Basic function and scope of responsibilities
Under general supervision, provides project assistance for a wide variety of projects, related to safety, security, emergency and continuity planning, and regulation compliance in these areas. The position supports preparedness, mitigation, response, recovery, and resilience initiatives through research, planning, analysis, stakeholder coordination, and operational support activities. Performs routine assignments which are clearly defined and require the application of standard analysis and planning techniques, procedures, and criteria.
Principal Responsibilities and essential functions
- Assists in the development, maintenance, and implementation of Emergency Operations Plans, Continuity of Operations Plans, hazard mitigation plans, and emergency procedures.
- Support emergency preparedness, response, recovery, and resilience initiatives for public and private clients.
- Conduct risk assessments, hazard analyses, capability assessments, and regulatory compliance reviews.
- Prepares basic and technical analysis, outlines, technical specifications, studies, plans, and reports, and provides support of broader security and safety activities.
- Preform research and prepare routine and moderately complex technical reports or report sections.
- Coordinate and support training programs, tabletop exercises, drills, and functional exercises consistent with Homeland Security Exercise and Evaluation Program guidance.
- Prepare After-Action Reports and Improvement Plans following incidents and exercises.
- Interface with clients, public agencies, stakeholders, and multidisciplinary project teams to gather information and support project objectives.
- Monitor emergency management regulations, industry standards, and best practices.
- Assignments may involve some unusual or difficult problems requiring job knowledge and abilities beyond entry level.
SUPPLEMENTARY RESPONSIBILITIES
- May be responsible for managing employees.
- Accomplishes objectives by planning, coordinating, and evaluating assigned activities and deliverables.
- May assist with project management responsibilities, including scheduling, resource coordination, budget tracking, and stakeholder communication.
- Support planning and oversight of projects to ensure timely completion and adherence to scope and budget requirements.
- Coordinate project resources, monitor progress, and communicate status updates throughout the project lifecycle.
Education and Licensing requirements
- Bachelor’s degree in Emergency Management, Homeland Security, Public Administration, Public Safety, or a related field, required.
- Minimum of five (5) years of progressively responsible experience in emergency management, disaster preparedness, homeland security, public safety, or related programs.
- FEMA ICS and NIMS coursework required.
- Certified Emergency Manager, Associate Emergency Manager, or related certification preferred.
- Project Management Professional certification is desired or 3 years project management experience in lieu of formal certification.
Training, Skills, Knowledge and/or experience
- Five (5) plus years of related work experience in emergency management or related disciplines.
- Knowledge of emergency management principles, FEMA frameworks, SEMS/NIMS requirements, continuity planning, and preparedness programs.
- Experience supporting emergency operations, incident response, recovery efforts, and preparedness initiatives.
- Ability to independently manage workload, prioritize assignments, and meet project deadlines.
- Able to work effectively both independently and collaboratively as part of a multidisciplinary team.
- Demonstrates excellent oral, written, and presentation skills required.
- Proficiency with Microsoft Office Suite (Word, PowerPoint, Outlook) required.
- Ability to communicate effectively with clients, agencies, executives, and technical staff.
- Expected to produce professional-quality work products with minimal supervision.
Additional Notes
Generally operates within an office work environment with occasional field assignments and travel to client sites or incident locations. Travel may be required for extended periods depending on project needs. Must be able to sit or stand for extended periods of time. Must be able to independently travel and be physically present in the office when needed or at a client site.
