Position Overview
Seeking an experienced Product Owner / Portfolio Manager to lead IT product delivery and portfolio oversight. This role involves close collaboration with business and IT leadership, managing cross-functional teams, and driving continuous improvement through data-driven insights and user feedback.
Key Responsibilities
- Manage a portfolio of IT products and applications aligned with business needs
- Serve as Product Owner across full product lifecycle (planning → delivery → optimization)
- Collaborate with stakeholders (business SMEs, vendors, agencies) to define scope and solutions
- Maintain and prioritize product backlogs and strategic roadmaps
- Oversee product releases, performance monitoring, and risk management
- Define and track performance metrics aligned with state and federal governance
- Manage vendor relationships, SLAs, and interoperability issues
- Oversee product financials including budgeting and reporting
- Lead cross-functional (fusion) teams to deliver business-aligned solutions
- Coordinate with DoIT leadership on resource allocation and team performance
- Facilitate Agile ceremonies: sprint planning, reviews, backlog grooming
- Develop user stories, acceptance criteria, and ensure feature delivery quality
- Collaborate with Executive Technology Officers (ETOs) for enterprise alignment
- Build strong stakeholder relationships and maintain clear communication
