QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:
SPECIALIZED EXPERIENCE GS-13You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position must include:
- Analyzing process and technical issues within operating unit functions and coordinate input from various divisions to identify new methods of correction to complete the work assigned. This requires the incumbent to demonstrate analytical, technical, and process analysis skills.
- Evaluating new or modified legislation for potential impact on agency operations; and/or incorporate legislation into program goals, actions, and services.
- Analyzing assigned program areas to discern trends in program delivery. Consolidates report data to measure the effectiveness in meeting baselines or the degree to which program plans and achievements support strategic initiatives.
- Providing technical advice and staff assistance to executives, field managers, and employees in the assigned program area. Develops and prepares operating guidelines, instructions, and other material pertaining to assigned program areas.
- Developing and maintaining cross-functional communication efforts and their relationship with assigned MEF, IMF and BMF programs.
- Working with internal and external organizations to implement servicewide communication strategies and outreach initiatives.
- Experience with oral communication techniques sufficient to present findings, deliver briefings, and negotiate solutions to disputed recommendations.
- Experience with written communication techniques to prepare executive briefings, managerial reports, project papers, manuals, and directives.
- Interprets, develops, adapts, and coordinates analytical reviews of new policies, procedures, and program requirements of the Service and their impact on operations and resources.
You must also meet the following requirements:
- TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
- TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG
Responsibilities:
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.- Plans, develops, and coordinates projects and/or programs that impact multiple organizations throughout the business unit.
- Provides key input to leadership and team members. Coordinates and consults with all levels of the Service, on behalf of their respective organization.
- Updates project/program control systems used by the business unit. Conducts reviews of projects/programs within the business unit's scope for their respective business units related to the Strategic Operating Plan (SOP).
