Qualifications:
Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. You must meet the following requirements by the closing date of this announcement.
SPECIALIZED EXPERIENCE:
GS-15 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position must include: Wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, to accomplish complex projects or studies broad in scope and magnitude; Full range of Federal laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; Overall mission, objectives, functions, policies, and organizational structure of the Internal Revenue Service; Management principles and processes to perform project management duties and to effectively coordinate and integrate project objectives and recommendations; Working with others to maintain harmonious relationships with all parties; Oral and written communication; Leading or providing key support for enterprises or corporate level programs or projects that meet strategic program plans, objectives and goals; Relationship management and privacy requirements related to public/private partnerships with the tax industry, financial sector, states, and other government agencies; Security Summit, Identity Theft Tax Refund Fraud Information Sharing and Analysis Center (IDTTRF-ISAC), or the Coalition Against Scam and Scheme Threats (CASST).

You must also meet the following requirement(s):
- TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
- TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions.

Responsibilities:
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.- Consults with top-level managers and executives to establish and define the overall goals and objectives of major projects.
- Prepares short- and long-term action plans and schedules for various phases of the project, ensuring consistency with Service goals, schedules, and policies.
- Manages project resources, recommends resource requirements and adjustments, and negotiates with Business Units to obtain resources and support.
- Establishes systems to review, control, and report on project status. Monitors projects and adjusts work plans, schedules, and assignments for project accomplishment.
- Plans, coordinates, and establishes operating methods and procedures and directs the development and accomplishment of employee training related to the project.
