Qualifications:
Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. GS-11 SPECIALIZED EXPERIENCE/EDUCATION: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal Service. Specialized experience must include four (4) of the following:
- Preparing evaluations for a segment or phase of a broader project or study. Recommending changes and/or alternative methods, processes, and techniques to improve program and administrative procedures.
- Utilizing conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives. Preparing draft reports and other guidelines and materials.
- Provides feedback to the manager regarding critical, sensitive, or confidential matters related to labor-management issues and concerns. Providing guidance related to the agency's grievance process, including labor-management laws and regulations, and the Federal Labor Relations Authority (FLRA) statutes.
- Creating strategic plans, preparing employee communications, and facilitating employee activities. Collaborating with various stakeholders to support areas of employee engagement, and guidelines pertaining to the effectiveness of line program operations. Proposing recommendations and conducting studies of employee/organizational efficiency and productivity.
OR EDUCATION: You may substitute education for specialized experience as follows::
- OR A Ph.D. or equivalent doctoral degree in in a field demonstrating the knowledge, skills, and abilities necessary to do the work. (e.g., Business Administration)
- OR Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a field demonstrating the knowledge, skills, and abilities necessary to do the work. (e.g., Business Administration)
- OR LL.M. if related
GS-12 SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience must include:
- Measuring accomplishments and progress by demonstrating evaluative and analytical methodology to make recommendations regarding local, national, and organizational initiatives.
- Revising organizational methods and developing new approaches to gather information to apply to programs, projects, and studies. Demonstrating project management techniques to plan, schedule, and conduct various projects. Identifying actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations.
- Provides advice and feedback on critical, sensitive, or confidential matters to address and decide upon labor-management issues and concerns. Preparing analyses and estimates and oral communication techniques to present findings and negotiate solutions.
- Assists management in formulating internal labor policies consistent with labor-management laws and regulations, including prescribing labor-management relations policies. Providing guidance related to the agency's grievance process, including labor-management laws and regulations, and the Federal Labor Relations Authority (FLRA) statutes.

You must also meet the following requirements:
- TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
- TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions.

Responsibilities:
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.- Performs reviews, prepares analyses/evaluations, and provides recommendations and/or guidelines pertaining to the effectiveness of operations in meeting established goals and objectives.
- Provides advice and feedback to the manager on critical, sensitive, or confidential matters and participates with management in addressing and deciding upon labor-management issues and concerns.
- Conducts studies and prepares reports on staffing requirements and/or training needs that may include management and statistical data to resolve workflow problems.
- Recommends program staffing; develops changes in methods, procedures and techniques to improve measures; and conducts studies of employee/organizational efficiency and productivity that could result in recommended changes for improvements in the organization, staffing, or work methods/procedures.
- Regularly attends scheduled management meetings on labor-management issues, staffing requirements, resource utilization, and problems and grievance responses and/or attends grievance meetings.
