Qualifications:
Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. QUALIFICATION REQUIRMENTS: To qualify for this position, you must meet the qualification requirements outlined below:
GS-08 SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position must include:
- Experience with laws, rules and regulations relevant to filing, items claimed, payment, penalties, interest, and/or other related items, performing computations, adjustments, reconstructions, and conducting research using the appropriate systems
- Interpreting the contents of case files and researching appropriate systems to propose necessary actions/adjustments, initiating special handling notices to provide instructions for corrections to taxpayer accounts, and corresponding with taxpayers to obtain information, explain liability, and encourage compliance.
- Applying relevant system transaction codes, procedures, actions, report information, etc., to process carryback/carryforward cases that may involve restricted interest and multiple year adjustments. Performing case analysis on pre-classified returns and unresolved responses such as those involving unagreed/complex IRP issues referred from other areas.
- Utilizes terminology, quality assurance techniques, and reporting requirements to coordinate workflow while assessing the performance quality of employees to assign work appropriately and resolve related problems.
- Applying administrative policies and procedures to provide support to the supervisor or to use when acting as supervisor, recommending and providing training needs to team members and reports complaints, performance and progress to supervisor.

You must also meet the following requirements:
- TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
- TIME IN GRADE (TIG): For positions above the GS-05,applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions.
