Director of Finance and Modernization
GENERAL DESCRIPTION
The Milford Housing Authority is accepting resumes for the position of Director of Finance/Modernization. This is a highly responsible position assisting the Executive Director every aspect of all housing programs, fiscal management and modernization. The Authority is responsible for State (Chapter 200, 667, 705, 689) and Federal (LRPH) public housing units, as well as rental assistance under the MRVP and Housing Choice Voucher programs. The primary responsibilities include oversight of the budgetary and financial records required by the Authority, the administration of the federal and state modernization projects from conception to completion. Maintaining accurate and complete contract and or project documentation files for all design, construction projects and all service contracts. Experience with PHA-Web, HUD and EOHLC databases. The position ensures that Milford Housing Authority meets all applicable federal, state and local laws, rules, regulations and requirements by, including but not limited to, HUD, Executive Office Housing and Livable Communities. ("EOHLC), Work involves responsibility for accounting, operating and capital budget development, rent structure and collections, risk management, payroll, accounts payable and purchasing functions. Duties include completing reports for both EOHLC Formula Funding and HUD CFP grant funding programs, financial planning and the direction and administration of all fiscal related activities, functions, and operations. The work requires that the employee has thorough knowledge, skill and ability in every phase of finance and modernization in public housing, including, but not limited to, financial management and procurement.
SUPERVISION RECEIVED
Reports to and works under the general supervision and direction of the Executive Director, and in conformance with all duly adopted and applicable laws, rules, regulations, policies and resolutions related to the Milford Housing Authority and state, federal and local governments and public housing.
ESSENTIAL DUTIES AND RESPONSIBILITIES
This position is responsible for preparing complete accurate financial records required by the Milford Housing Authority. Responsible for the supervision of financial operations in all aspects of housing finances. Reviews authority policies and procedures for operational efficiency. Prepare reports for the Executive Director concerning all departmental financial/ modernization operations. Analyzes and approves financial documents regarding purchasing requisitions, leasing contracts, and service agreements. Responsible for the insurance coverage of the Milford Housing Authority property and processing claims. Authorizes payments of vendors and oversees accounts payable records for contractual obligations. Responsible for developing policies and procedures for the financial operation of the Milford Housing Authority. Certifies fund availability. Responsible for monitoring all expenditures and receipts. Oversee the duties of the Accounting Clerk, including payroll and accounts payable processes. Responsible for the preparation of all reports related to employees' benefits, payroll, retirement, and taxes. Responsible for administrative procedures regarding internal financial transactions. Responsible for maintaining payroll records and verifying weekly payroll amounts. Responsible for administration of personnel policies.
KNOWLEDGE. SKILLS, AND ABILITIES
Extensive knowledge of accounting principles and practices, with particular emphasis on public housing. Extensive knowledge of the financial requirements related to federal low-income elderly housing, State moderate rental housing, State elderly housing, State affordable housing and the Housing Choice Voucher Program. Ability to prepare bid specification documents for capital expenditures. Ability to prepare complex financial documents. Ability to develop financial and administrative controls. Considerable knowledge of public financial management, principles, theories, and practices. Considerable knowledge of workers' compensation regulations. Ability to communicate effectively orally and in writing. Must have the ability to operate an accounting computer system. Must be able to handle discreet personnel information in a confidential manner. Ability to maintain effective working relationships with superiors, co-workers, vendors, State and Federal agencies, and the general public.
QUALIFICATIONS
Must be proficient in Word, Excel and Outlook. Successful Candidate must be able to communicate effectively with residents, vendors, staff and local, state and federal agencies, bilingual a plus. MCPPO preferred; or must be certified within 18 months of hire date. MPHA and/or PHM preferred; or obtained within 12 months of hire. Possession of a bachelor's degree from an accredited college or university in finance, accounting, public administration, or business administration, plus a minimum of five years' experience in accounting or finance, preferably related to public housing. May be required to attend training or education programs related to public housing, and to obtain and maintain other job-related certifications, for continued employment with the Milford Housing Authority. Must have and maintain a valid driver's license.
SALARY RANGE
Starts at $85,000-$ 90,000, negotiable based on experience and proven track record in past employment
